Job Posting Details:
The Department of Healthcare and Family Services is seeking to hire a Communications Officer for the Cook County Office of Communications. This position will plan, implement, and evaluate communication strategies to reach the department’s Medicaid stakeholders and achieve the goals of the Division of Medical Programs. This position will also work with agency staff to assist with internal communication and media inquiries as needed.
The ideal candidate will have excellent verbal communication skills, with the ability to think and communicate clearly, formulate a clear point of view on complicated issues, and create a concise and well-written narrative. The candidate will also possess excellent organizational skills and ability to manage multiple tasks/projects at once while meeting deadlines and readily adapt to changing priorities.

Job Responsibilities

Serves as Communications Officer for the Cook County Office of Communications
Provides technical assistance in photography, media FOIAs, videography, graphic design and layout using Publisher
Creates communications and public engagement concepts for the development and execution of promotional events and activities to generate awareness of existing projects and announce new HFS services and projects, while ensuring the integrations and consistency of branding and messaging in all communications, media relations, advertising, marketing, graphic design and public relations activities using social marketing tools and a variety of MS Office Suite programs such as Excel and Power Point
Performs primary controlling impact on the end results and outputs of the program
Travels statewide to participate with HFS officials, the Governor’s Office, legislators, and consumer groups in HFS events and issues of shared concern and involvement in coordination of special projects
Serves as full line supervisor
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four years of college preferably with course work in communications, marketing, digital marketing, public relations, advertising, or journalism
Requires three years of progressively responsible experience preferably working in communications, marketing, digital marketing, public relations, advertising, or journalism in a public or private organization

Preferred Qualifications

Five (5) years of experience in communications, marketing, public relations, advertising, or journalism for a public or private organization
Five (5) years of professional experience preparing, distributing and editing a variety of communications through a digital platform
Five (5) years of professional experience contributing ideas and/or creative solutions to increase brand awareness, digital engagement, and visibility among target audiences
Five (5) years of professional experience posting content on an online public site
Five (5) years of professional experience working under tight deadlines
Two (2) years of professional experience supervising staff

Conditions of Employment

Requires the ability to pass a background check
Requires the ability to work outside normal business hours
Requires the ability to carry agency supplied equipment (i.e. cell phone, laptop, etc.)
Requires the ability to travel as directed
