Job Description : Duties

Provides acquisition ingenuity to acquisitions services and procurement strategies by planning and negotiating highly complex purchases, where little or no contractual precedent exists.
Provides acquisition support with socio-economic considerations involving levels of businesses including: small businesses, service-disable veteran-owned small businesses, woman-owned small business, HUBZone small businesses, and 8a.
Independently manages all contractual aspects for acquisition plans of major programs which may include: coordination of multiple contracts, long range procurement planning, interpreting policies to solve unprecedented problems, using statements of needs, risks, source selection strategies, inherently governmental functions, competition, and contract type.
Provides expert level consultation for post-award contract administration, on contacts which could extend over multiple years.
Makes contractual determinations through extensive research of a wide range of policies, regulations, laws and circulars, applying experimental theories and/or new developments to problems, which are not predisposed to general accepted methods, concerning highly complex issues and/or controversies arising from long-term contracts.

Qualifications

BASIC REQUIREMENTS for GS-13:
To be eligible for consideration, you must meet the following requirements.

Experience: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions (see Mandatory Agency Requirements below), including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the GS-12 in Federal Service which includes in at least five (5) of the following for pre-award and/or post-award activities: preparing and issuing solicitations; reviewing offers for responsiveness to the solicitation; preparing responsibility determinations; preparing a contract award; administering protests; contract administration work such as monitoring of contract performance; negotiation of necessary contract modifications to ensure satisfactory progress and completion of contract activities; monitoring of payments; monitoring of submittals; performing cost and/or price analysis; or mentoring of junior Contract Specialists. This information must be clearly supported in the resume; AND

Education: A 4-year course of study leading to a bachelor’s degree with a major in any field that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver. NOTE: Current and former federal employees MUST submit documentation (i.e., SF-50(s) covering the period from January 1, 2000) for verification of the above referenced exception criteria to receive consideration. Failure to provide these documents will result in non-consideration for this vacancy.

Waivers: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements listed in numbers 1 and 2 above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. NOTE: Bureau of Reclamation employees currently occupying a Contract Specialist position on an approved waiver MUST upload a copy of the waiver at the time of application.

Mandatory Agency Requirement: Certification at Contracting Level II via the Federal Acquisition Institute (Federal Acquisition Contracting-Certification (FAC-C), or the Defense Acquisition University (Defense Acquisition Workforce Improvement Act (DAWIA) DAWIA Level II is required and must be maintained by the incumbent.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 03/29/2022.

Education
This position has a mandatory education requirement. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position. You will be required to provide official college transcripts to verify educational qualifications, if selected. This is a remote/virtual position. The duty station for this position will be based on the work location of the selectee. Salary listed is for the Boise, ID area and will be adjusted depending on the location of the selectee. You may be required to serve an initial probationary period.
