Job Description : Agency Marketing StatementThe Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety With an annual budget of over $600 million in state and federal funds, 7 regional offices, 3 laboratories and over 1,100 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.
Position OverviewThe Illinois Department of Public Health is seeking a highly qualified individual to serve as Deputy Director for the Office of Racial and Cultural Health Equity. Speaks on behalf of the Director, serving as the Department Director’s designee for Cultural and Health Equity issues. Serves as policy-making official for the Office of Cultural and Health Equity. Plans, organizes, and directs the policies and procedures relevant to health equity issues within the Department. Works with the Governor’s Office, advocacy and other community groups in addition to Department staff regarding health equity programs. Supervises staff of the Office of Cultural and Racial HealthEquity.
Job Responsibilities:
1. Serves as policy-making official for the Office of Racial and Cultural Health Equity.

Interprets, reviews, organizes, and directs the formulation and implementation of department policy, rules, and regulations for the Office of Racial and Cultural Health Equity.
Reviews and evaluates technical and professional data in order to determine need for major policy revisions and modifications within the Office.
Consults with the Director and provides comprehensive integration and coordination of program activities and functions as they relate to Department operations.

2. Speaks on behalf of the Director, serving as the Director’s designee for health equity initiatives.

Works with the Governor’s Office, members of the General Assembly, State and Federal agencies, advocacy and other community groups to discuss and promote health equity efforts.
Testifies before legislative committees considering health equity efforts.
Work with the agency’s Office of Communications and other Department staff on the planning and implementation of public information initiatives.
Meets with the media regarding health equity efforts.

Minimum Requirements
1. Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in public health, business, or public administration.
2. Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization.
3. Requires 5+ years of experience as a supervisor and knowledge of staff utilization and motivation.
Preferred Qualifications
1. Master of Public Health, Public Administration or other similar degree.
2. 5+ years of experience developing and managing public health programs focusing on specific populations.
3. Thorough knowledge of agency programs and services and operational systems. Requires ability to develop and manage major agency programs and policies.
4. Extensive knowledge of pubic administration, principles, and practices.
5. Ability to develop and maintain effective working relationships with various professionals, government agencies, educational institutions and other agencies and organizations.
Conditions of Employment:
1. Requires ability to travel.2. Require a valid and current driver’s license.3. Requires the ability to engage with Business Enterprise (BEP) contractors and subcontractors to support the goals of BEP and Fair Contracting Task Force.
Please note: The Department of Public Health requires a copy of your transcripts or diploma for all degrees earned, and a copy of any applicable professional licensures. The Department of Public Health must verify proof of higher education for any degree earned (if applicable) before any offer can be extended.
Work Hours: Monday through Friday 8:30 am – 5:00 pm
Work Location: Exempt position. Work location will be determined based on most qualified candidate.
Revolving Door:
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during State employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (“OEIG”) or may be subject to a fine.
Job Type: Full-time
Pay: $9,167.00 – $11,250.00 per month
