DEFINITION: Under general direction, conducts inspections of bulk sampling of hazardous materials, including but not limited to lead-based paint (LBP), asbestos, and mold, and ensures compliance with Federal, State, and local regulations; monitors the work performance of Environmental Consulting Firms/Abatement Contractors; and performs other related duties as required.

Examples of Duties / Knowledge & Skills

ESSENTIAL AND MARGINAL FUNCTION STATEMENTS – Essential and other important responsibilities and duties may include, but are not limited to the following:

Essential Job Functions

Assists Environmental Coordinator with department’s training needs.

Reviews the work of environmental consultants to ensure compliance with contracts, which mandates compliance with all applicable Federal, State, and local laws, regulations and guidelines.

Visits and monitors work in progress at various job sites; performs spot checks for quality assurance and compliance with applicable project requirements (e.g. LBP paint chip collection or clearance wipe sampling); may enter LBP or asbestos abatement containment areas to monitor for compliance with the specification.

Monitors the Housing Authority’s compliance with all applicable environmental statues, regulations and guidelines, including Cal/OSHA and AQMD; makes recommendations with Environmental Coordinator on steps necessary to ensure compliance.

Reviews, approves and tracks Hazardous Waste Manifests and Waste Streams.

Enforces Housing Authority’s policies and procedures to ensure statutory and regulatory compliance.

Assists Environmental Coordinator in preparing reports on hazardous waste management, e.g. to such agencies as the Environmental Protection Agency, and a Department of Toxic Substances Control (Manifests, Verification Forms and Fee Summary sheets, and a Biennial Comprehensive Hazardous Waste Report).

Marginal Functions

Enhances growth and development through participation in education programs, current literature, training, meetings and workshops.

Demonstrates professional responsibilities by cooperating with other personnel to achieve department objects and maintain good employee relations, interdepartmental objectives, and departmental goals and objectives.

Maintains compliance with principles of accepted employee conduct as identified in the HACLA employee handbook and as specified in departmental policies and procedures.

Performs other related duties as required.

Minimum qualifications & Requirements

Knowledge of:

The principles of physical, biological, and social sciences used in environmental health and safety.

Functions and operation of related government agencies and community organizations.

Federal, state and local laws and regulations governing environmental health and public health.

Methods and techniques in investigating, inspecting, and obtaining compliance where corrections are necessary.

Environmental research and statistical methods.

Principles and practices of environmental health and safety.

Ability to:

Establish and maintain cooperative relationships with others.

Communicate clearly both orally and in writing.

Prepare clear and concise reports.

Plan, organize and carry out research, evaluate data and make recommendations based on findings.

Detect public health hazards and conditions, which violate public health and safety laws, ordinances and regulations and secure their correction through education, voluntary compliance or legal enforcement.

Interpret public health needs and goals to others.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Minimum of three (3) years in one or more of the following areas: industrial hygiene, abatement construction, and government regulatory oversight. An equivalent combination of education and experience will be considered.

Education:

Graduation from accredited college or university with Associate Degree in Environmental Science, Public Health, or a closely related field.

License/Certificate:

Possession of, or ability to obtain, an appropriate, valid California driver’s license. Employees must maintain a driving record, which meets the insurability requirement of the Housing Authority’s carrier.

Special Requirement:

Must have the ability to medically and physically wear a respirator when necessary during the performance of duties.

EXAMINATION: Applications will be reviewed for relevant experience, education and training. Applications must be detailed and complete for proper evaluation. Resumes may be included but may not be submitted in lieu of application content. Only the MOST QUALIFIED APPLICANTS will be invited to the testing process, which may include any combination of oral, written and/or performance examination. Applicants must pass each phase of the testing process with a rate of 80% or higher to be placed on the eligible “Certified Hiring List”. Generation of a Certified Hiring List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months.
THE EXAMINATION FOR THIS POSITION WILL OCCUR ON April 6, 2022. If you are invited to the examination process, you will receive an email from careers@hacla.org NO LATER THAN THURSDAY, March 31, 2022. This will be your only notice. There will be no changes to the date(s) of the examination.

Pension Plan:
HACLA retirement plan is the Public Employees’ Retirement System (PERS). Vesting is five (5) years.

For Classic members, the pension formula is 2.7% at 55 with members contributing 8% of their wages towards their retirement.
For PEPRA members, the pension formula is 2% at 62, with members contributing 7% of their wages towards their retirement.
CalPERS will make the determination regarding the type of membership for which the eligible employee will qualify.

General Leave/Holidays/PTO:
Annual leave accruals vary, depending upon the type of job/position (membership in employee organizational group) and years of service. Length of service increases accrual rates by employee organizational group when service requirements are met.
Newly Hired Annual Accruals:

At-Will/Non-Represented accrual per pay period 5.23 hours (17 days annually)
Council of Housing Professionals-Management accrual per pay period 4.15 hours (14 days annually)
Council of Housing Professionals-Administration accrual per pay period 6.78 hours (22 days annually)
Service Employees International Union (Local 721) accrual per pay period 6.78 hours (22 days annually)
Los Angeles County Building and Construction Trades Council accrual per pay period 5.23 hours (17 days annually)
American Federation of State, County and Municipal Employees accrual per pay period 6.78 hours (22 days annually)

14 Observed Holidays:

12 Floating Holiday hours annually
