The Equity Impact Manager will play a central role within the Early Childhood Transformation Team (ECTT) to ensure the work of the ECTT is authentically, consistently, and transparently designed and implemented through an equity lens. The core charge to the ECTT is to transform our Early Childhood Education and Care (ECEC) system to center equity in our program and funding design, and this position will provide the intentional focus needed to meet our charge and meet our goals.
The ECTT operates as a ‘start-up’ venture and requires a mid-level professional who is comfortable with data analysis and translation, has experience with authentic community engagement, is a strategic thinker who can both design, plan and implement lasting change to build equity across all the workstreams of the ECTT. We want to hold ourselves and each other (across government) accountable, and so building outward facing dashboards and metrics will be critical to establishing transparency in our work.
Background on the new office
In December of 2019, the Governor appointed and charged a Commission on Equitable Early Care and Education Funding to make recommendations to transform the state’s early education and care system. The recommendations prioritized the establishment of a statewide infrastructure of regional councils (39) and local collaborations to address the currently existing inequity in our state’s financing of early childhood services. The Commission also recommended significant changes in the way early childhood education and care funding is allocated and disbursed, including the Early Childhood Block Grant and Child Care Assistance Program.

About the Early Childhood Transformation Team (ECTT)
The ECTT was established by Governor JB Pritzker in June 2021 in order to lead further investigation of the recommendations that emerged from the ECEC Funding Commission (April 2021). Established in partnership with Northern Illinois University, the ECTT works closely with the ECEC state-administering agencies, partners with private philanthropy to enhance our work, relies on the input of advocates, providers, and stakeholders across our ECEC system, and answers to the Office of the Governor. All staff at the ECTT are employees of Northern Illinois University.
The first priority of the ECTT was to establish a statewide infrastructure in order to operationalize equity. A statewide team has been established, and in February 2022, a statewide network of 39 regional Birth to Five Action Councils was initiated, building on decades-long work at the local and community level to engage parents and provider voice in the early childhood system. Job Responsibilities:

Reporting to the Senior Policy Analyst and Special Projects Director, this role is central to the ECTT charge and responsibility as outlined by the Governor and the ECEC Funding Commission (https://www2.illinois.gov/sites/OECD/Pages/Governor’s-Early-Childhood-Funding-Commission.aspx).
The Equity Impact Manager will be charged with the responsibility for establishing an equity dashboard for the work of the ECTT that is forward-facing and is built on ECEC data to demonstrate increasing equity in how and what families with young children can access for their child’s early learning and care experience.
Work with the ECTT leadership to establish a culture and practice committed to equity, diversity, and inclusion.
Work collaboratively with the Birth to Five IL team, the 39 regional Birth to Five Action Councils and local ECE collaborations across the state as a key Illinois strategy to embed equity in our ECEC system.
Be responsible for the development and dissemination of equity metrics and measurement to ensure equity is foundational to all the work of the ECTT.
Promote public input and understanding of the ECTT as an equity-driven organization.
Work closely with and align with state agencies charged to administer early childhood funding and programs on an ongoing basis to assure consistent application of equity in policy, funding allocation, program development and service delivery.
Manage external vendors in support of the ECTT commitment and implementation of equity, diversity and inclusion for our internal organizational staff as well as all our workstreams.
Work closely with the ECTT Communications Manager to: effectively and consistently communicate our commitment to equity, diversity, and inclusion and our progress made related to our equity goals; and manage stakeholder input and engagement with parents, providers, policy leaders, etc.
Prepare presentations, slide decks, and other communication pieces to help promote the work of the ECTT, specifically related to our work to establish and promote equity, diversity, and inclusion.
Explore local, statewide, and national opportunities to share the work of the ECTT in service of transforming state ECEC systems nationwide.
Establish public-facing data dashboards to demonstrate improvements in our ECEC.

Required Education and Experience:

Bachelor’s degree in Social Behavioral science or relevant discipline; Master’s in Relevant Discipline or Certification preferred.
A minimum of five years of project and/or people management experience in public or private organization.
Experience in designing and managing training, professional development, and strategy to promote equity, including racial, geographic, income and ability.
Detail-oriented and highly organized with the ability to learn quickly and willing to research and learn independently manage multiple project deadlines efficiently.
Ability to work in a collaborative environment, including with external workgroups, task forces and committees.
Experience with strategic development and implementation of equity curriculum, metrics, and trainings.
Knowledge of the early childhood field a plus; Spanish language written and verbal abilities also a plus.
