Job Description : Duties

As a Grants Management Specialist, you will:

Ensure that the grant and cooperative agreements are consistent with relevant Federal grant and cash management regulations. Ensures that all statutory and administrative requirements and grant conditions have been met, both financially and administratively, during the closeout of grant programs.
Analyze and resolve complex issues related to the financial and administrative aspects of grant programs. Ensures grantee expenditure of funds is in accordance with current Federal laws and regulations and DOT policies and practices.
Resolve grantee administrative and internal control deficiencies disclosed in external financial and compliance audits. Performs reviews of the financial and administrative operations of DOT grantees either on-site or through desk monitoring reviews, and offers technical assistance as needed.
Write and edit grant analysis documents and agency decisions, prepares staff papers, briefs management officials, and provides advice and policy guidance, training and technical assistance. Communicates with a variety of levels of the organization to present information, defend rationale, negotiate with and persuade the audience, respond to questions, and provide feedback or information in different types of situations to different types of audiences.

IDEAL CANDIDATE STATEMENT: The Department of Transportation is looking for motivated, and self-reliant professionals with primary responsibility in the areas of policy for the administration of grants. The ideal candidate may be required to take a lead status on various tasks within an activity, and take initiative to design and explain innovative methods for accomplishing data collections and analyzing information.

CONDITIONS OF EMPLOYMENT:

SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
REMOTE WORK: If selected for a remote work position, you must have access to high speed internet and cell phone service meeting current Agency standards from the approved work location within the Contiguous United States and sign a remote work agreement.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 and it must include:

Experience applying automated grant management, budgetary and grant management systems to resolve issues, develop and analyze reports, manage grant resources and develop recommendations for systems and/or business process changes.
Experience applying grant analysis principles and program requirements to evaluate, assess, and make recommendations related to the review of grant proposals.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12 and it must include:

Experience in preparing and applying federal financial assistance (grant and cooperative agreement) legislation, regulations, policies, and processes to organization-wide policy and guidance;

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Technical – Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one’s job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Grants Management – Knowledge of requirements, practices, and procedures for soliciting, receiving, reviewing, and processing proposals, and awarding and administering grants and agreements.

Grants Management Laws, Regulations, and Guidelines – Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.

For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
