Job Description : Duties
As a Human Resources Specialist (Rec/Placement) assigned to the Shared Service Unit, you will be responsible for providing technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment. The duties of the position include, but are not limited to:

Applying a wide range of HR management principles and operating in recruitment and placement.
Advising management on internal/external recruitment strategies, sources of applicants, and special hiring and staffing programs, which emphasize affirmative action in staffing positions.
Knowledge of USA Staffing for the use of posting jobs announcements, issuing certificates of eligibility, issuing notices to employees, and advising managers on job analysis.
Draft assessments and announcements based on classified position descriptions or functional statements and completed job analysis forms by Subject Matter Experts (SMEs) in the USA Staffing system.
Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and rank applicants.
Consults on and ensure all pre-employment requirements are met, such as: position management and organizational design, pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid T38 employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis.
Providing oral and written reports/correspondence outlining recommendations and results and coordinates results with local and reginal stakeholders.
Troubleshoot and resolve recruitment requests and contact Hiring Managers to finalize recruitment actions.
Knowledge of Title 5, Title 38 and Hybrid Title 38 appointments requirements.
Process a variety of requests for personnel actions (RPAs) to fill a variety of positions and ensure that all personnel actions meet regulatory requirements.
Utilizing HR database system to query, retrieve, and analyze information to complete and monitor routine and special assignments.

Work Schedule: Administrative Day Tour, Monday – Friday, Tour may be flexed.

Telework: 5 day/week (100 percent Remote position)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes, but is not limited to the following: Experience and skill in applying a wide range of complex HR concepts, principles, laws, regulations, and practices related to Title 5, Hybrid Title 38, and full Title 38; advising management officials of the various types of appointments; conducting thorough research and providing consultation on complex issues and providing recommendations to meet short-term and long-term needs; assisting in succession planning; applying quantitative and qualitative data to advise leadership regarding employment and recruitment trends; developing vacancy announcements using a variety of standardized internal/external recruitment strategies to aid in strategic recruitment planning; advising staff on various appointment types, procedural and regulatory requirements, difficult and unusual recruitment, and pay issues.

NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
There is no educational substitution for the GS-12 level.
