Non-Financial Risk team is a specialised risk management function overseeing, and executing key activities within the Non-Financial Risk (NFR) management framework in Wholesale Banking (WSB). The team actively manages varied and dynamic range of risk types under NFR framework. The team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.
Manager Controls Office role acts as a trusted advisor to the first line of defence (FLoD) of the business, and works closely with core role holders in active management of non-financial risk and adherence to the NFR framework. This role is embeded in the hub extension of the regional NFR team and will be responsible for:
Promote accountable risk and control decision-making based on quality data and commercial analysis
Provide specialist risk and control knowledge and insights
Identify trends to anticipate future developments in the risk and control environment
Actively challenge poor, inefficient or excessive controls, related tasks and behaviours
Drive the development and implementation of future-fit risk management frameworks
Influence and shape the development of regulatory frameworks in collaboration with internal parties
Promoting desired behaviours and a positive risk culture
This role provides particular support to the Wholesale Client Services within the Wholesale construct.
What you’ll do
Principal Accountabilities: key activities and decision-making areas
Impact on the Business/Function
Provide guidance to first line management regarding NFR framework and facilitate assessment of risks and controls, identification of weaknesses and issues relevant.
Provide subject matter expertise (SME) in the areas of primary responsibilities (listed in role summary). This should include due consideration to both internal and external directives from the risk stewards not only from the specified areas but also from Compliance, Operational Risk, Legal, Finance.
Support all relevant regional team of the function or country team during risk steward review or internal audit.
Ensure WSB remains aligned to any applicable framework or regulatory control environment requirements (i.e. SOX, IFRS, BASEL III)
Typical Targets and Measures
Effective implementation of framework without breach of timelines.
Nil observations from risk stewards, internal audit and external regulators.
Feedback from function, on support during reviews and audits.
In line with global and regional WSB NFR strategy
Customers / Stakeholders
Supports the regional NFR for WSB in oversight and effective management through implementation of relevant framework, policies and transformation programmes (if applicable).
Provide stakeholders with key metrics and data that will give visibility on risks and control environment and allow them to identify emerging and current issues that require management attention.
Drive remediation of all audit actions, regulatory issues and any other issues whether identified by management, NFR activities or Risk Steward reviews.

Ensure high data quality in system of records and timely refresh of information as per the policies/ framework.
Timely cascade of updates on any relevant changes including regulatory changes to policy or framework or projects impacting the primary responsibilities.
Monitor for completion of training (online/ classroom) and conduct awareness sessions to enhance understanding of WSB colleagues in proactive management of risk.
Facilitate development of Key indicators facilitating proactive management of risk

Implementation of key indicators, their consistent production and governance

Management of Risk (Operational Risk / FIM requirements)
This role is an advisory role to the first line management of WSB function. Hence the role does not directly manage any risk. However, for delivery of the primary responsibilities the role holder will follow various sections of Global Principles, Policies and Procedures. In addition, role holder will also ensure adherence to the policies and framework released time to time by the respective risk stewards.
Role holder will be responsible for consistently displaying the behaviours that form part of the HSBC Values and culture, and adhering to HSBC risk policies and procedures, including notification and escalation of any concerns and taking required actions to address the points raised by auditors and/or external regulators.
Observation of Internal Controls
The jobholder will adhere to, and be able to demonstrate adherence to, internal controls and will implement the Group compliance policy by adhering to all relevant processes/procedures.
The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by externRole holder will receive guidance and implementation support from the global and regional NFR subject matter experts on respective subjects, risk areas and regulations like SOx, IFRS9, BASEL III, IBOR etc.

Qualifications
An undergraduate or post-graduate degree in Accounting, Business Administration, Finance, Risk Management, Information Systems or related field
Requirements
What you will need to succeed in the role :
Knowledge & Experience
Previous experience in non-financial risk management within a global organization. Experience in supporting any of the following would be an added advantage: Resilience Risk, Cyber Security Risk, Regulatory risk, Operational Risk
Strong knowledge of the external environment (risk, regulatory, political, competitors etc.).
Good experience working within Global Banking and understanding of Global Banking within HSBC
Working with a CCO type function within GB&M is preferable.
Understand GB Products such as Capital Markets/Real Assets & Structured Finance/Banking Coverage
Experience in preparation of Governance for GB ROC and relevant documentation including papers, pack and minutes etc.
Control creation, assessment and linkage for regional controls.
Continuous monitoring of key controls.
Regional Scenario assessments (1/25 year and 1/100 year events).
Experience in conducting Thematic reviews.
Experience in monitoring DQ exceptions.
Prior experience in Audit/assurance support for countries.
Skills
Ability to present complex issues confidently and concisely to key stakeholders using simple language and accommodating globally distributed stakeholders.
Competent decision-maker, making considered and timely decisions, particularly when under high pressure.
Ability to identify, assess and communicate the need for risk management intervention in complex, fast paced environments.
Ability to influence without direct management authority
Technical Competence
Non-Financial Risk management aspects like risk and control assessments, issues and actions development, root cause analysis, emerging risk identification.
Expertise with SharePoint management and exposure of working on Data Visualization Tools, Archer, Riskflo
Experience in implementation of project/ programme/ framework deliverables
Focus & Energy
High level of drive and self-motivation to ensure delivery of a broad range of outputs simultaneously in a matrix environment, work without supervision
Relationships
Sound relationship management, collaboration and influencing skills with experience of positive, challenging interactions with senior executives across multiple functions.
Ability to use initiative to resolve issues, whilst dealing with a diverse range of stakeholders and team members, distributed across functions and locations.
Experience of building and maintaining strong working relationships across a globally distributed matrix organisation.
