MANAGER OF FAMILY SUPPORT PROGRAMS – SALARY $107,772
Department of Family and Support Services- Human Services
Number of Positions: 1

This position is funded through a grant and this employment opportunity is contingent on the availability and continuation of the grant supporting this position. The current grant supporting this position is expected to be available through December 31, 2024. The City will provide sufficient notice when the grant and employment opportunity expire.

Background – Department of Family and Support Services (DFSS) DFSS is the largest human and social service funder Chicago. The department serves approximately 400,000 vulnerable Chicagoans every year through seven program areas: children and youth services, human services, workforce, seniors, domestic violence and homelessness. The department provides critical services through its network of approximately 350 not-for-profit agencies with an operating budget of $790 million ($404M annual budget + $386M in CARES, ARP, and Bond investments).
American Rescue Plan (ARP)
Under direction, this position oversees a major project(s) within the Chicago Recovery Plan team, such as general administrative, program management, or leading a specific functional area. This position may also serve as a liaison to the Mayor’s Office Project Management (PMO) team
Manager of Family Support Programs (American Rescue Plan)
Under the direction of division management and under the American Rescue Plan (ARP), the Manager of Family Support Programs functions as a senior level manager, managing staff and directing the functions and operations of a major division or program and performs related duties as required.

Directs the work operations and administrative functions of the Chicago Resilient Communities Cash Assistance Program Pilots, as well as the division’s other cash assistance programs, overseeing strategic plan development and program design to ensure the division’s established objectives in meeting the needs of the community are met
Serves as a program manager for a portfolio of Human Service Division projects and initiatives.
Designs, implements, and monitors procedures utilized in program evaluation
Develops marketing strategies to encourage participation in City projects and programs
Provides oversight in the development and implementation of policies, procedures, and quality work standards for the effective administration of programs and services
Directs the preparation and administration of the division’s budget and implements fiscal and budgetary controls to ensure monies are fully optimized and leveraged
Identifies and implements strategies to promote awareness of division programs and services (e.g., outreach campaigns, coordination with stakeholders, etc.)
Evaluates the ongoing effectiveness of programs and services ensuring alignment with departmental, local, and federal requirements as well as community needs
Directs the monitoring, compliance, and evaluation of delegate agencies responsible for the delivery of social service programs and services
Analyzes legislative proposals for impact on division operations and prepares recommendations identifying program impact
Creates linkages and collaborative partnerships with stakeholders (e.g., sister agencies, community groups, private sector companies, etc.) to promote program continuity and the development of quality services and programs
Keeps abreast of best practices, benchmark, and innovative programs and services to identify trends in programmatic and service areas and implements changes to policies and procedures and performance and service standards as appropriate
Represents the department in meetings, planning groups, and work groups to discuss development of program policies, programs and services
Prepares various comprehensive management reports including programmatic, budgetary and performance based
Collects and analyzes project data for performance and outcomes
Prepares narrative and statistical program status reports
Develops and prepares written requests for proposals (RFP’s) for programs within the Human Services Division portfolio according to DFSS guidelines.

THIS POSITION IS EXEMPT FROM THE CAREER SERVICE

Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree in the Social Sciences, Human Services, Business Administration, Public Administration, or a directly related field plus five years of experience in project management of a social or community service program of which three years is in a management/supervisory role related to the responsibilities of the position, provided the minimum degree requirement is met.
