Job Description : Description

The Anaheim Police Department is seeking a Part Time Property and Evidence Technician to assist in receiving, storing, and releasing evidence, found property, safekeeping items, police property and cash. This position will also assist with requisitions, storing, issuing and accounting for departmental supplies and forms; and maintaining accurate inventory records of all transactions.

This is a part-time position averaging 30 hours per week. A minimum number of hours is not guaranteed.

Must be available to work assigned shifts, which includes nights, weekends, and regularly scheduled holidays.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

Maintain and issue equipment used by police officers and other authorized department personnel, such as cars, radios, flares, fire extinguishers, first aid kits, batteries, weapons, ammunition, office supplies; maintains accurate inventory records of all such transactions.

Place orders to replenish office supplies; maintain records of expenditures from accounts; act as the liaison with the purchasing division on blanket purchase orders, delivery orders and master agreements.

Receive, store and maintain custody of evidence and other property; maintain accurate records and store all evidence and other property in accordance with applicable local, state and federal laws, regulations and procedures.

Release evidence to officers going to court and for case study; upon authorization release property to rightful owners, including prisoners released from jail; maintain comprehensive, complete and accurate records of each transaction and final disposition of property/evidence.

Accurately enter all property and evidence into the computerized inventory system; update records as required; develop and maintain proficiency in the basic operation of existing or evolving electronic computer programs, including department office and inventory software and databases; prepare teletype requests to query serialized evidence, including firearms.

Conduct inventory of equipment and property on a periodic schedule; research and locate missing items; destroy or dispose of evidence and property in accordance with all applicable laws and procedures; accurately update appropriate databases in a timely manner.

Handle, unload and store firearms; conduct lawful destruction of weapons as provided by law.

Safely deliver motor vehicles to and from repair facilities; maintain accurate inventory of police vehicles.

Respond to questions from the public and co-workers, over the telephone and in person, regarding the release of property and evidence; assist other city employees with booking evidence and property.

Perform related duties and responsibilities as required.

Qualifications

Experience performing work in the receipt, issuance and records control of varied supplies and maintaining inventory control.

Knowledge of basic math; basic material handling procedures; record keeping procedures used in the issuance, storage and control of material; appropriate safety precautions and procedures; penal code, vehicle code and civil code regulations relating to the maintenance and disposal of property and evidence.

The ability to maintain accurate records; operate a motor vehicle observing legal and defensive driving practices; operate a forklift and pallet jack; maintain filing systems; write legibly; understand pertinent procedures and functions quickly and apply them without immediate supervision; operate a computer terminal; input appropriate accurate information into the computerized inventory system; establish and maintain effective relationships with those contacted in the course of work.

Possession of a valid California Driver’s License by date of appointment.

NOTE: Must be available to work assigned shifts, which includes nights, weekends, and regularly scheduled holidays.

The selection process includes, but is not limited to, a written exam, an oral interview, background investigation, polygraph examination, and a medical examination, which includes drug/alcohol screening.

The interview with the background investigator and completion of the background investigation will include, but is not limited to, verification and evaluation of any present and/or past use of drugs, driving and employment history.

A pattern or history of irresponsibility as evidenced by debt collections, civil judgments, failure to pay, late payments, etc.

Two or more at-fault traffic collisions within three years of the date of application.

Conviction of a hit-and run offense.

Any driver’s license suspension within five years of date of application.

Conviction of a felony crime.

Conviction of any misdemeanor crime within five years of application.

Any conviction as an adult, of any misdemeanor crime involving domestic violence, sexual-related offenses or crimes against children.

Any conviction as an adult, of a theft or larceny crime.

The following may result in disqualification:

Use of cocaine, methamphetamine, hallucinogens (GHB, MDMA/ecstasy, ketamine, etc.) previous to five years of application.

Prior marijuana use.

Prior nitrous oxide use.

Illegal use of anabolic steroids previous to three years of application.

Illegal use of a hypodermic needle/ syringe.

A bankruptcy within the past three years of date of application.

More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application.
