The Utah Department of Transportation (UDOT) is seeking a strategic, self-motivated individual with excellent communication skills to fill a Region Communications Manager position to direct, plan, control and coordinate agency communications programs of UDOT Region Two in Salt Lake City. Coordination of these programs may be required with internal groups and other Regions, or with external agencies. You will report directly to the Region Director, with a secondary matrix reporting relationship to Central Communications. You will assess the needs of the Region related to projects, employees and stakeholders, which may include designing, developing and implementing new programs or training to meet these needs. You will establish program goals, determine budget requirements, set staffing levels and use a variety of statistical reports and analytical tools to evaluate and control program performance and quality. You may represent the agency in various settings including with the media, on committees and task forces, and with the public. You will supervise the Region Communications Specialist, and manage the efforts of others as part of a team. Principal Duties As the Region Communications Manager your job duties will include:

Developing communication plans for various activities or projects.
Developing strategy and ensure consistency of messaging among projects and other divisions/regions with the Department.
Overseeing communications strategies and efforts of subordinates and/or consultants.
Helping develop strategic outreach and communications plan to support statewide strategic initiatives planning effort and corridor planning.
Supporting and advising region director and staff regarding stakeholder outreach and relationship building.
Preparing key messaging and presentations for UDOT Leadership.
Administering and analyzing public opinion and internal research to guide strategic communications efforts.
Adapting and integrating statewide messaging for local internal and external audiences.
Managing Region outreach including social media.
Acting as Region spokesperson.

Ideal Candidate
The ideal candidate for this position is someone who:

Has a Bachelor’s degree or higher in communications, journalism, English, public relations or a related field.
Has related work experience in communications, journalism, marketing and/or public relations or other closely related field.
Has work experience in strategic planning.
Has strong interpersonal and communication skills both written and oral.
Thrives in a team environment and responds well to constructive criticism.
Has experience working in crisis communications.
Is self motivated/directed, proactive, responsive, detailed, energetic and can exercise initiative and independent judgment and is able to act resourcefully under varying conditions.
Is competent with AP style for writing, reviewing and/or editing documents.

Preferences
Preference may be given to applicants who have 5 years or more of related work experience in strategic planning, communications, journalism, marketing and/or public relations or other closely related field.

May be subject to 24/7 availability, on-call, overtime, night and weekend and varied work schedules due to job assignment and emergencies.
Working Conditions: Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
Physical Requirements: Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
Department of Human Resource Management rules regarding promotions and transfers apply to current state employees.
Employee may be reassigned to a different location as deemed necessary by the Region Director / Group Leader.
