Job Description : Duties
This position will serve as a Unit supervisor for the Division of Energy Employees Occupational Illness Compensation (DEEOIC) administering the Energy Employees Occupational Illness Compensation Program Act(EEOICPA). The incumbent will be responsible for leading, managing, and directing a staff of subordinate employees that are developing and adjudicating new claims for benefits, managing ongoing claims, authorizing and paying medical and compensation benefits to injured workers and survivors.
Relocation/PCS funds are not authorized.
This position is 100% telework eligible.
Salary posted reflects nationwide locality pay range. Once the selection has been made, the salary will be set per the selectee’s home worksite.
Major Duties of this position includes but are not limited to:
Applies extensive knowledge, expertise, and experience in their specialized field of workers’ compensation as well as knowledge and expertise in human resources policies and procedures sufficient to manage staff employed within the assigned Unit.
Plans, leads, and directs claims adjudication activities and performance of a Unit and is held accountable to Agency management for all aspects in the process for that Unit. Each Unit is responsible for receiving, reviewing, examining, developing, preparing, adjudicating, and/or maintaining claims under EEOICPA, which are frequently highly complex and controversial in nature.
Manages the timeliness, quantity, and quality of work and service performed within the Unit – ensuring efficient and economical work operations within the Adjudicatory and/or District Office in order to provide prompt, professional service to the public. Ensures subordinates are researching, examining, and studying evidence in claim files as well as identifying and analyzing complex questions of fact or law.
Responsible for the interpretation and implementation of OWCP policies and procedures in regards to claims processing. Provides seasoned policy guidance, assistance, and direction to subordinate staff in order to resolve novel or precedent-setting issues, controversial interpretations of the law, and peculiar medical phenomena.
Continuously monitors workload reports to ensure the Unit’s performance meets their division and OWCP operational performance goals.
Provides sound counsel and authoritative recommendations to management on matters regarding claims authorizations, adjudications, and/or recommended decisions on a broad scope of highly complex and delicate cases. Participates as a member of the Adjudicatory and/or District Office management team planning workload requirements, advising on short- and long-range strategic planning efforts, policy matters, and in administering claims work in the Adjudicatory and/or District Office to ensure the effective accomplishment of critical Program goals.
Performs the full range of personnel management responsibilities to include, but not limited to, the following: assigns work to subordinates by considering the level of difficulty of the assignments, employees’ experience and abilities.
Recommends promotions and reassignments of subordinate employees; resolves complaints from subordinates or refers unresolved complaints to a higher-level authority; effects disciplinary measures, as appropriate, or recommends action in more serious cases to a higher-level authority; and identifies training needs and may participate in training efforts of the Adjudicatory and/or District Office.
Approves requests for both annual and sick leave; interviews and selects candidates applying for positions within the Unit; processes leave requests and certifies timesheets – taking action to prevent unauthorized hours of work in accordance with the Fair Labor Standards Act (FLSA); and responds and processes requests for reasonable accommodation, ergonomic assessments, and telework received from staff.

Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.
Notification Concerning COVID-19 Vaccinations. Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service demonstrating an extensive knowledge, expertise, and experience of claims administration in order to supervise the processing, adjudication, and response of workers’ compensation claims and inquiries.
Examples of specialized experience must include majority of the following:
Managing, leading, and directing a unit of employees administering claims adjudication functions;
Providing guidance and direction on compensable medical services and treatment claims utilizing statutes, regulations, precedents, and guides;
Analyzing programs in order to identify and resolve problems;
Issuing recommended or final decisions on contested and controversial claims;
Developing policies and procedures to be utilized throughout an organization.
