Job Description : Duties

Adapt or develop procedures and techniques suited with changing daily operating conditions and workloads; must exercise sound judgment in decisions, and use tact / discretion in dealing with the public.
Review, examination, development, and adjudication of disability and death claims.
Examine and develop reports of disability and death, and obtains supporting documents; compile and collect all the information and evidence for the proper disposition of a claim.
Verify benefit payments/reviews and processes contested cases.
Examine, develop, and adjudicate of claims for compensation under the Federal Employees Compensation Act (FECA), the Longshore and Harbor Workers Act (LHWA), and Coal Mine Health and Safety Act.
Maintain verbal and written liaison with members of the outside public, such as attorneys and union officials on individual case problems. Expresses information (for example, ideas or facts) to individuals or groups effectively; taking into account the facts to individuals or groups effectively; taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal, and respond appropriately.

The Division of Coal Mine Workers’ Compensation, or Federal Black Lung Program, administers claims filed under the Black Lung Benefits Act. The Act provides compensation to coal miners who are totally disabled by pneumoconiosis arising out of coal mine employment, and to survivors of coal miners whose deaths are attributable to the disease. The Act also provides eligible miners with medical coverage for the treatment of lung diseases related to pneumoconiosis.

Location will be determined once selection(s) is made. Salary posted reflects pay range for all locations. Once the selection has been made, the salary will be set in accordance with the selectee’s location.

At the GS-07 assignments are developmental; as the incumbent progresses, the assignments become more difficult and complex at the GS-09, GS-11 and GS-12 full journeyman.

Qualifications

GS-07: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, 05, in the Federal Service. Specialized experience is experience that equipped the candidate with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
Examples of specialized experience must include 2 out of the 4 below:

Assist with developing, examining, investigating, adjudicating, and/or authorizing claims for compensation or benefits;

Receiving and evaluating claims forms, evidence of employment, medical reports and/or supporting medical documents for completeness;

Utilizing automated systems to enter claims, adjudication and compensation information and create payments;

Writing correspondence of a business nature to claimants, doctors, employers, representatives, and/or other government agencies, etc., seeking information.

Or
1 full year of graduate level education or Superior Academic Achievement (more information regarding S.A.A. can be found here under “Application of Qualification Standards/4;b;f)
Or

A combination of education and experience.

The foregoing may have been gained from: (1) experience in a Federal or State disability, death, workers’ compensation, pension, or other similar program; (2) practice of law which included cases related to such programs or (3) experience in an insurance company or medical practice administering and adjudicating claims under similar programs.
