Position : ACCOUNTANT 1 (Accounts Payable)

Job Description : This position is responsible for making payments to contractors, consultants, local governments, railroad and utility constructions and others in support of the highway construction program. Additionally this position is also responsible for the oversight of all chart of account elements for contractor estimates, in-kind entries and engineering consultant project closeouts and oversee all internal/external audits for those payments. Responsibilities also include following all prompt pay statutes in accordance with all Arizona Revised Statutes.

Job Duties:

Essential duties and responsibilities include but are not limited to:

Oversight of the Contracts Payable email inbox. Assign tasks to be completed as they come into the mailbox. Answer any questions and provide information based on requests that come into the mailbox.
Updates desk procedures for the unit to include all facets of sustainability for the team. This will include training, procedure mapping and SIPOCs.
Takes part in the monthly contractor cycle invoice payment process. Responsible for entering or approving invoice payments as part of the monthly contractor cycle.
Upload invoices into the OnBase system and apply appropriate notes to those invoices to ensure proper processing.
Process and submit in-kind documents to record in-kind charges on ADOT projects.

Knowledge, Skills & Abilities (KSAs):

Knowledge of

Automated accounting system to process contractor and vendor payments
Microsoft applications and general databases to produce spreadsheets, prepare correspondence to staff and areas outside of the unit/department, modify and run reports using SQL inquiries
Accounting and math to ensure accuracy of payment coding, calculate monies on purchase orders to ensure that invoices will be processed for payment, process invoices and to generate manual payment documents

Skills in

Analytical practices to interpret financial data and to research and correct errors.
Oral and written communication to effectively communicate with other units/departments and to effectively communicate with internal and external customers.
Attention to detail, strong planning and organization, and the ability to multi-task, prioritize and deliver results
Process improvement activities

Ability to

Work with others/interpersonal relationships to professionally communicate with others at various levels regarding vendor payments and to understand and anticipate constituent and stakeholder concerns
Organization/time management to make sure job responsibilities are completed in a timely manner and to handle any unexpected workload effectively
Learn and apply LEAN concepts, principles and tools used to create and deliver the most value from the customer’s perspective while consuming the fewest resources, and engaging people in continuous problem solving

Selective Preference(s):

The ideal candidate for this position will have: Two years governmental accounting experience equivalent to a Fiscal Services Specialist IV OR completion of at least 24 semester hours of accounting from an accredited college or university OR two years professional level accounting experience in business or industry.

Pre-Employment Requirements:

This position requires possession of a valid Arizona Class D Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment at the time of interview, which will allow ADOT to obtain the candidate’s motor vehicle record (MVR). The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon an acceptable MVR.
