Position Qualifications

Education

Bachelor’s degree in public administration, social work, or related field

Experience

Six years professional program administration and/or implementation experience, fiscal management, and grants management, three of which must include supervisory and/or managerial experience administering large programs

OR

Additional post-secondary education may substitute for experience on a year-for-year basis

Other Requirements

Must possess or have the ability to obtain a valid Arizona driver license at time of hire
Must possess or have the ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card

Working Conditions

Work is performed in an office environment with limited teleworking options. Requires travel to and from job-related locations, which may include client homes, during the course of a scheduled workday; subject to County policies regarding use of County vehicles and/or private vehicles used on County business. Must be able to travel out of town for training and conferences.

Essential Job Tasks

Provides overall administrative and program direction for the Senior and Adult Services Division (SASD), including planning, implementation, grant reporting, staff supervision, budget, and financial management of all SASD grant programs
Leads a coordinated coaching and case management delivery system delivered by social workers to seniors and adults with disabilities referred by the Area Agency on Aging through data-driven and client-focused service delivery methods
Responsible for the implementation of diversity, equity, and inclusion practices and principles in the Division, including through service delivery and staff management.
Ensures programmatic and operational best practices are implemented to achieve effective and efficient service delivery through the creation of divisional policies and procedures
Oversees and monitors change management efforts to ensure policies, organizational structure, business processes, and management practices are in alignment with and support continuous improvement and an innovative, integrated, client-centered, outcome-focused culture
Develops and implements the Department’s and Division’s strategic goals and operational/budget objectives
Supervises and participates in the identification of funding opportunities and preparation of applications for funding
Interfaces with elected and appointed officials of local, state, and federal governmental jurisdictions, as well as CEOs of major service providers to identify and implement senior services goals and objectives
Develops and maintains effective partnerships with County agencies and Community partners, such as but not limited to home-care providers, Adult Protective Services, Public Fiduciary’s Office, to ensure coordination of client care
Actively participates as a member of the Department’s Executive Team
Performs full range of supervisory responsibility over Division staff, including but not limited to: establishing workload standards, determining work priorities, developing performance plans, monitoring and evaluating performance, coaching staff, and hiring new staff
Ensures effective staff management of all division staff (approximately 42 positions), including ensuring adherence to department and county policies and procedures

Basic life and basic accidental death & dismemberment insurance equivalent to one times an employee’s annual base salary is provided at no cost, with the option for employees to purchase additional coverage including spouse and child life insurance. Disability insurance is available to replace a portion of an employee’s salary should they experience a short-term illness or injury. Retirement Eligible employees are covered by one of several State-sponsored retirement pension plans, including the Arizona State Retirement System (ASRS) and the Public Safety Personnel Retirement System (PSPRS). Additionally, there’s the option to contribute to a 457(b) Savings Plan that provides employees with a variety of investment opportunities. For those employees who retire from the County and from their retirement system, and have accrued 1,000 or more hours of sick leave, the County makes a $10,000 contribution to a Post-Employment Health Plan set up on their behalf to be used for payment of eligible out-of-pocket healthcare expenses. Group Legal Plan Maricopa County offers employees group discounts to purchase coverage for legal services such as adoptions, family matters, wills and trusts. Wellness Maricopa County’s Wellness Works program promotes health and wellness for employees and their families by focusing on physical activity, good nutrition, self-care and stress management. Maricopa County offers eligible employees a wellness incentive for completing required activities. By meeting a set of criteria, employees and their families can get reimbursed for participating in a Weight Watchers Program. On-site fitness facilities and fitness classes are provided to employees at various locations around the County. Employees and their families also have the opportunity to receive a discounted fitness club membership at LA Fitness. Employees have access to smoking cessation programs and health-related classes on various topics including nutrition, exercise and stress management.
