Job Description : To provide responsible para-professional administrative and technical assistance related to health benefits and insurance coverage for active employee and retirees; new hire orientations and retirement preparation.

DISTINGUISHING CHARACTERISTICS

The Benefits Specialist/Technician is a single para-professional position class in the Human Resources Office. An incumbent in this class is required to perform a combination of difficult, complex, and responsible administrative and technical functions often requiring the ability to interpret and apply policies, to independently assemble data and information for reports, and to use analytical skills and a range of technical abilities requiring considerable judgment to evaluation alternative courses of action.

SUPERVISION RECEIVED AND EXERCISED

Direction is provided by the Benefits Administrator.

No supervision is exercised over others.

EXAMPLE OF DUTIES:
Duties may include, but are not limited to, the following:

Respond to members questions and requests for documentation related to health benefits in a timely, well-informed manner.

Explain and interpret health related policies and procedures to internal or external customers.

Perform technical and paraprofessional duties related to health benefits administration including interpreting, analyzing, and determining compliance or acceptance of information and materials.

Assist Benefits Administrator by conducting studies including data collection and analysis; participating in special projects, performing administrative and technical functions including preparing draft reports and technical documents.

Establish and maintain systems related to health benefits administration; monitor activities and report progress to the Benefits Administrator on a regular basis.

Ensure health benefits administration activities are in compliance with related laws, codes, ordinances, and legislation; advise the Benefits Administrator of any irregularities in compliance.

Review, verify and process employee personnel and payroll documents; correct errors and enter information into an automated personnel/payroll information system and various insurance carrier information systems.

Prepare and process retirement exit paperwork and track retiree insurance reimbursements.

Maintains all benefits forms, booklets, etc.

Conduct individual and group orientation sessions to inform employees of their benefits and obtain proper enrollment applications.

Confer with departmental staff and payroll staff as required with regard to health insurance processes.

Assist with annual health benefit plan renewals and open enrollment.

Assist with annual open enrollment process.

Resolve insurance eligibility problems with employees and carriers.

Counsel employees regarding employee insurance coverage.

Provide information regarding the proper method of completing forms and processing information.

Perform file maintenance as required.

Provide relevant information, correspondence and reports for relevant parties.
