The ACLU of Arizona—a leader in the fight against mass incarceration, discrimination in public education, and threats to LGBTQ equality and immigrants’ rights— seeks a full-time Border Policy Strategist to lead our work focused on civil rights and liberties impacting border communities and immigrants throughout the state. The Border Strategist will develop advocacy campaign goals, plans and strategies that defend the rights and seek to advance the well-being and human dignity of immigrants and border communities.

POSITION OVERVIEW: The ideal candidate will have a demonstrated commitment to defending and advancing the rights of immigrants and border communities. The Border Strategist will develop campaign plans and implement advocacy strategies to advance the ACLU of Arizona’s border and immigrants’ rights priorities. They will build relationships with grassroots and advocacy organizations, impacted communities and other key stakeholders to identify issues and opportunities for collaboration. The Border Strategist will be a subject-matter expert and serve as a resource and point person internally and externally on federal, state and local immigration and border issues. They will implement advocacy tactics to exert influence on policymakers and other key targets. They will also work closely with affiliate & National ACLU staff on projects and campaigns in support of ACLU of Arizona’s “integrated advocacy” model that unites legal advocacy, policy advocacy, organizing, and base building for maximum impact.
This position may be based in Tucson or Phoenix, with regular in-state and international (U.S.- Mexico) travel expected.
Supervision Received: This position is a member of the ACLU of Arizona policy team and reports directly to the Policy Director.
Supervision Exercised: No direct supervision of paid staff. The Border Strategist may supervise volunteers, as assigned.
Classification: Full-time, Exempt, Term-Limited (24 months). This position is funded for 24 months, with a possibility for future extension contingent upon additional funding.
JOB RESPONSIBILITIES:

Strategic campaign development: Play a lead role in developing campaigns and integrated strategies to advance ACLU of Arizona advocacy on border and immigration issues. Work closely with cross-departmental colleagues to develop goals, strategies, and plans to achieve campaign objectives that positively impact civil rights and liberties in border communities.

Implement advocacy tactics: Maintain deep knowledge of immigration and border issues at the local, state, and federal levels, and the key influencers and organizations that shape the issue in Arizona. Exert influence at the local, state, and federal levels through relationships with like-minded organizations, grassroots groups, elected officials and engaging ACLU of Arizona’s organizing and supporter base. Produce high-quality work products for internal and external audiences. Brings an organizing, power- and movement-building mindset to policy change.

Relationship building and community partnerships: Develop and cultivate relationships with stakeholders in Arizona such as community groups, advocates, legal and social service organizations, and public officials to increase ACLU of Arizona visibility and partnerships on immigrant and border rights advocacy. Represent the organization in coalitions, the media, the Arizona state legislature, relationships with U.S. Congressional offices, and other forums. Provide technical support and respond to requests for action on immigration/ border issues internally and externally.
Communications and external relations: Maintain an up to date, working knowledge of immigrants’ rights and border issues at the local and national levels. Work with ACLU of Arizona communications staff to serve as an occasional spokesperson for the organization including through media interviews, op-eds and articles and provide support and guidance on communications strategies related to border and immigration issues.
Reporting and administrative duties: Maintain well-organized and up-to-date files and records. Track information and provide timely, clear reports for grant-funded and other organizational activities, and complete and execute work plans.

QUALIFICATIONS:
Work Experience: Demonstrated commitment to civil rights and civil liberties consistent with the mission and goals of the ACLU; minimum of 3 years’ experience working in community organizing, issue campaigns, and/or public policy advocacy.

Skills:

Previous experience in immigration policy advocacy or related field required
Solid existing networks in immigration policy and/or border communities strongly preferred
Excellent written and oral advocacy skills
Spanish language fluency is required
Experience working in coalition, including developing shared plans, coordinating communications, and managing dynamics among partner groups
Demonstrated ability to achieve change through advocacy with public officials and agencies
Demonstrated commitment to centering the voices and leadership of directly impacted people. Experience living and working in border communities preferred.
Ability to analyze and articulate complex issues and communicate them to a variety of audiences.
Demonstrated ability to produce written work products related to border and immigrants’ rights
A collaborative mindset and ability to work effectively with organizing, policy, legal, and communications staff to achieve shared goals
Experience interacting with the media, representing mission-driven organizations to the media and/or preparing community members as media spokespeople preferred
Intermediate proficiency in computer skills including word processing, spreadsheets, and communications tools
Ability to keep organized in a fast-paced environment, to manage several projects simultaneously, and to adjust to frequently changing demands
Ability to work independently and in a team environment with support and collaboration from the supervisor
Commitment to civil rights and civil liberties consistent with the mission and goals of the ACLU

Working Conditions: The ACLU of Arizona office is generally open between the hours of 9 a.m. and 5 p.m. The physical demands and work environment described below represent those required and encountered by an employee to perform the essential functions of this job. COMPENSATION AND BENEFITS The salary scale for this position is $65,000- $75,000 annually, depending on experience and within ACLU-AZ compensation ranges. Excellent benefits include three weeks paid vacation; 100%-employer paid medical, dental, and vision insurance, life and long-term disability insurance; 401(k); and 16 paid holidays plus 1 personal day. This position is full-time, salaried, and exempt under the Fair Labor Standards Act.
