Job Description : The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as a Business Analyst with the Information Technology Administration. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.

You analyze system performance and business processes, provides technical support to the user community, tests and evaluates new functionality and enhancements and creates system documentation. You perform system maintenance on an on-going basis by evaluating system enhancement requests, submits requests to the system vendor and works through the project life cycle to ensure proper deployment to production. You communicate progress/outstanding issues to division leadership, and when applicable, policy and training representative, field staff, other divisions and external partners including contractors/vendors and community partners. You develop and maintain system documentation. You monitor system performance and troubleshoot problems/issues reported by user community to determine resolution. You create, maintain and interpret reports for field staff and all levels of management using SQL query development and database schema.

This position works primarily from the successful candidate’s Arizona home office but occasional in-person attendance at the worksite location for mandatory meetings, trainings, etc. may be required. Worksite location: 1789 W. Jefferson, Phoenix, Arizona 85007.

Job Duties:

Create and maintain stored procedures for daily, weekly and monthly ad-hoc reports. Develop SQL reports in Report Builder and make accessible to management for Key Performance Indicator (KPI) and general program performance.
Document business & functional requirements relating to existing & new application systems. Ensure requirement statements are understandable to users and developers, and are consistent with development and platform standards. Coordinate business analysis project deliverables from inception to completion and monitor project progress to maintain clear focus on internal and external customer needs.
Produce software functional requirements specifications for developers and customers. Collect, create, and analyze appropriate project metrics. Monitor project progress to maintain a clear focus on internal and external customer needs.
Prepare test plans and scripts from business and technical requirements. Perform system testing of modifications made to the system and coordinate implementation of changes with Technical Support and DTS staff.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

State Government, in particular as relating to departmental services and processes
Project management and software development methodologies
Business and system analysis and documentation
E-business concepts, models, and their application to the client and industry and Database concepts, data structures, and advanced reporting tools

Skill in:

Development of software test plans and developing logical solutions and advanced troubleshooting and analysis
Establishing and maintaining effective working relationships with leadership, division management and internal and external stakeholders that promote cooperation and effective communication and problem solving
Drafting business requirements based on analysis performed with user groups
Scope management

Ability to:

Write clear, concise, and accurate reports, technical documents, and SQL statements to data-mine SQL Server Databases
Be self-motivated and able to balance, prioritize, and organize multiple tasks, problem solve and assume responsibility and ownership to obtain resolution
Evaluate information gathered from multiple sources and effectively translate user requirements into business, functional and test scenarios for projects of various sizes and complexity
Classify information and data into their unifying relationships and identify cause and effect relationships

Selective Preference(s):

Requires Bachelor’s degree from an accredited college or university plus 2 or more years of experience in business analysis or equivalent experience; OR five (5) years of experience in business analysis or equivalent experience. SQL Certification Preferred.

Pre-Employment Requirements:

Candidates for this position shall be subject to a search of the Adult Protective Services Registry pursuant to A.R.S. 46-459.
A.R.S. 41-1969 Each employee or contractor of the Department of Economic Security who is employed in an information technology position shall have a valid, unrestricted Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-1758.07.
In-state travel may be required. The position may require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.11). Individuals may be required to use their personal motor vehicle.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
