CHIEF, AGENCY OPERATIONS

Public Health Services Administration

Chief, Agency Operations plan, organize, direct and coordinate administrative and operational activities for a division or large program within the Health and Human Services Agency (HHSA). The current vacancy is in Public Health Services Administration.

This person will be responsible for the management and oversight for the Community Health Statistics Unit (CHSU). CHSU is a unit within the Public Health Services Department, Health and Human Services Agency. CHSU provides health statistics that describe health behaviors, diseases and injuries for specific populations, in addition to health trends and comparisons to national targets. CHSU aids in effective decision making and helps to identify opportunities for preventive efforts using data reporting, visualizations, and predictive analytics. CHSU also provides or refers persons to available local, state and national statistics.

The incumbent functions as a an expert on a wide range of population health issues including statistical and analytic methods, and population health topics such as mental health, health services, aging, and health disparities.

Minimum Qualifications:

A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency AND five (5) years of experience managing health and human services activities which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,
Nine (9) years of experience managing health and human services which must have included planning and directing administrative and operational activities, conducting program evaluations, and implementing health and human services programs, two (2) years of which must have been in a management or supervisory capacity, OR,
Nine (9) years of any combination of college level education and health and human services experience as stated above.

Note: Education and work experience may be substituted on a year-for-year basis. In order for education to substitute for work experience as indicated above, college level coursework must demonstrate progress toward a degree.

The possession of a master’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency can substitute for up to one (1) year of the experience requirement stated above. Two years must have been in a management or supervisory capacity.

Interviews and Hiring Process:

Interviews will take place on April 18, 2022. Job offers for selected candidates will be made shortly after the interviews. Candidates should be prepared to immediately complete background paperwork, upon receipt of a job offer.

The timeline for this recruitment is outlined below. Please note that dates are approximate and are dependent upon the successful completion of each step of the process.

Job Offer and Background Process begins: Shortly after the interviews.

Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.

Anticipated Start Date: Start date will be based upon successful completion of background or other mutually agreed upon date.

Condition of Employment:

Employees hired on or after October 15, 2021, are required to be fully vaccinated against COVID-19 before beginning employment. If you receive a conditional offer of employment, a copy of your vaccination card must be provided at the time of background.
Current County employees hired on or before October 14, 2021, are required to provide a copy of their vaccine card showing they are fully vaccinated, or undergo Covid-19 diagnostic testing and wear a facemask in the workplace.

Employees who work at County locations subject to the California Department of Public Health State Public Health Officer order are required to be fully vaccinated. In addition, booster-eligible employees must receive their booster by March 1, 2022, or within 15 days of becoming eligible for a booster if they are not eligible as of March 1, 2022. If there are CDPH date changes for Booster compliance, employees must come into compliance in accordance with that date.

Evaluation Process:

Qualified applicants will be placed on a
six (6) month eligible list based on the information provided on the employment application and supplemental questionnaire. Please ensure all information is complete and accurate as the responses you provide on the supplemental application questionnaire will be reviewed using an automated evaluation system. If you are successful in the initial screening process, your application will be reviewed individually to confirm that the information you provided is accurate and qualifying.
