Job Description : POSITION SUMMARY:
The City Secretary position is a management position with the responsibility to plan, direct, manage and oversee the activities, projects and operations of the City Administration Department. This includes supportive services to the Mayor and City Council and keeps accurate records of all actions taken by City Council. Serves as the election official and administers all City Elections. Oversees, assist and acts as a back up to the Assistant City Secretary for related duties for the Stafford Economic Development Corporation.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and level of work being performed by individuals assigned to this position. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required. This description is subject to modification as the needs and requirements of the position change.

Responsible for supportive services to Mayor and City Council. Responds to Councilmembers requests for research.
Prepares agendas and packets, coordinates, attends and take minutes at all meetings of City Council. Keeps accurate records of all actions taken by City Council.
Serves as the election official and administers all City elections. Maintains proficiency in Texas Election Laws. Coordinates with Fort Bend County election officials for use of election equipment and other related election matters. Maintains election files. Conducts election activities: Election Day and Early Voting, attendance as required.
Serves as liaison between the Council and public by providing response or appropriate channeling of citizen calls, and reviewing and disseminating information to Councilmembers.
Prepares agendas and packets for Parks Committee; prepares agendas for the Stafford Centre Committee meetings; prepares agenda and packets, attends, take minutes of the Board of Adjustment meetings; and prepares agenda and packets, attends and takes minutes of the Charter Review Commission meetings.
Serves as the Records Management Officer for the City. Coordinates and responds to Open Records Requests. Oversees City records retention and destruction system as required by law.
Make travel arrangements for Council travel when necessary. Performs other duties as may be assigned or required by the Mayor, City Council, City Charter or State Laws.
Maintain City Code of Ordinances.
General office duties – takes dictation, drafts correspondence, filing, copying, answering phones, responds to citizen inquiries, and assist Department Heads.
Must be able to attend and take minutes at night meetings some of which are lengthy.
Post and publish public and legal notices.
Maintains the official records and files of the City.
Administer oaths. Attest contracts and other legal documents when executed by the authorized officers of the City. Notarizes City documents.
Preparing drafts for Mayor’s proclamations.
Subject to 24 hour recall: The City reserves the right to require an employee in this position to work overtime including during emergency situations (defined as any natural or man-made disaster that may or may not necessitate the relocation of City personnel or citizens). In the event of an emergency and/or a required evacuation, the incumbent may be required to remain at work to provide needed services or perform essential duties for the benefit of the general public including services or duties different from those performed in the normal course and scope of the position.

Knowledge of City ordinances, resolutions and policies, and federal and state local legislation, regulations. Knowledge of governmental leadership, structures, and standards.
Knowledge of effective communication practices.
Outstanding proficiency in grammar, spelling, writing and composition.
Skill to perform effectively in interpersonal situations.
Skill to perform effective managerial responsibilities.
Skill to establish rapport and elicit cooperation from others.
Skill to communicate ideas, facts and technical information accurately, thoroughly and in a manner easily understood by the intended audience.
Skill to effectively plan work activities and utilization of maximum resources.
Skill in problem-solving.
Ability to organize data and information.
Ability to identify and use potential sources of data and information.
Ability to make independent judgments.
Ability to plan, organize and monitor subordinate employee work assignments to accomplish department objectives.
Ability to set clear performance standards for staff.
Ability to clearly and effectively present ideas in discussions and oral presentations to the City Council and the SEDC.
Ability to establish and promote effective working relationships within the department and with other city personnel.

EDUCATION, EXPERIENCE AND TRAINING (Certification/Licensure): The preferred way to obtain the minimum knowledge, skills and abilities to perform the essential duties and responsibilities of this position are listed below. The City reserves the right to allow substitutions in the event that a candidate or incumbent exceeds requirements in one area but may be deficient in another.

Education/Experience: Bachelor Degree required preferably in the fields of Language Arts, Political Science, or similar field of study with emphasis on composition; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
Relevant Work Experience: Five years’ experience at administrative level or higher. Municipal government experience highly desirable.
Notary Public.
Work Schedule: Must be available to attend night meetings.

Incumbents may be subjected to extreme temperatures, inadequate lighting, work space restrictions, intense noises and travel.
