Position : COMMUNICATIONS MANAGER

Job Description : This position is responsible for managing all aspects of the Division’s Communication Plan including creating content and strategies that increase staff knowledge and educate external stakeholders on Division initiatives and program changes, while maintaining compliance with regulatory requirements. Duties will include creating, editing, and implementing detailed and complex communications materials including, but not limited to, organizational announcements, vendor announcements, member materials, newsletters, brochure content, video scripts, and executive communications.

Job Duties:

Develops and manages DDD’s Communication Plan, including creating content and strategies that increase staff knowledge and educate external stakeholders on Division initiatives and program changes, while maintaining compliance with regulatory requirements.
Creates, edits, and implements communications materials including, but not limited to: organizational announcements, vendor communications, member materials, newsletters, brochure content, video scripts, and executive communication.
Ensures consistent and professional grammar, tone, and formatting, as well as a steadfast focus on Agency and Division core value.
Works with operational areas within the Division to identify communication needs for projects and initiatives that meet identified goals and timelines.
Participates in public and internal events as a facilitator.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Principles of journalism
Principles of public relations
Advanced theories of persuasive writing and speaking
Accepted principles of written English, including punctuation, grammar, usage, and style
Web content management and email marketing applications
Principles and methods of strategic planning

Skill in:

Planning and implementing communications campaigns (including technical and policy messaging)
Writing and speaking clearly and proficiently
Developing and managing successful working relationships with a wide range of people

Ability to:

Set goals and prioritize projects based on Division needs
Work effectively as an individual and as part of a team
Manage time and resources to consistently meet tight deadlines
Be prepared to speak to different programs and projects on behalf of the Division

Selective Preference(s):

Preferred candidate will possess a minimum of a Bachelor’s Degree in Communications, Journalism, Public Relations, Political Science, or a closely related field and at least three years of professional experience. Bilingual (English/Spanish) a plus.

Pre-Employment Requirements:

Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
The position will require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
