Position : COMPLAINT INVESTIGATOR
Job Description : This position is responsible for investigating formal state administrative complaints filed against public education agencies by parents, professionals, groups, and other community members throughout the State alleging noncompliance with Federal and/or State special education requirements
In-state and out-of-state travel is required for this position.
Job Duties:
Investigate formal state administrative complaints filed against public education agencies by parents, professionals, groups, and other community members throughout the State alleging noncompliance with Federal and/or State special education requirements
As part of the investigation of formal state administrative complaints, draft letters of finding outlining the facts, relevant Federal and State law, and findings of compliance or noncompliance. Recommends comprehensive corrective action plan if noncompliance is determined
Answer questions from public and private educational agencies, parents, and the public concerning Federal and State special education requirements
Read newsletters, journals, books, regulations, attorney general opinions, and laws relating to special education, and participate in regional conference calls in order to keep up to date on professional information and issues. Attend monthly staff meetings
Participate in various department task teams, special projects, and in-service training as necessary to carry out the job
Knowledge, Skills & Abilities (KSAs):

Knowledge:
Current Federal and State laws governing educational service delivery for students with disabilities
Methods and procedures in the area of special education
Responsibilities of public education agencies to provide educational services to students with disabilities
Current case law concerning individuals with disabilities
Administrative structures and services provided by public education agencies and state agencies working with individuals with disabilities
Applicants must have experience in the field of special education, including teaching or administering programs designed to deliver services and/or special education to students with disabilities or a bachelor’s degree in education, specialized in special education or a related field is required.
Skills:
Excellent written, verbal communication, and research skills
Public speaking and giving presentations to a professional audience
Intermediate to advanced skill in using Microsoft Outlook, Word, and Excel.
Abilities:
Frame issues outlined in a formal state complaint effectively and determine investigative strategy necessary to collect information required to determine compliance or non-compliance with state and federal law
Apply law to facts and arrive at a sound conclusion regarding compliance
Comfortable consulting and advising professional educators, parents, and other members of the community
Receive feedback on written work and articulating reasoning for findings
Interact with all parties in a professional manner and maintain a neutral demeanor at all times and interact collaboratively with school officials (superintendents, directors of special education, principals, school psychologists, etc.) as well as parents and civic organizations
Selective Preference(s):
Preference will be given to those applicants with a Master’s degree in education, specialized in the area of special education.
Pre-Employment Requirements:
Position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.).
Offers are contingent upon successful completion of all background and reference checks, required documents and, if applicable, a post-offer medical/physical evaluation.

Retirement:
You will be required to participate in the Arizona State Retirement System (ASRS) upon your 27th week of employment, subject to waiting period. On or shortly after, your first day of employment you will be provided with enrollment instructions and effective date.
