Job Description : DescriptionUnder general supervision, is responsible for performing crime and intelligence analysis work for the purpose of reporting and presenting crime information, statistical trends, and criminal intelligence gatherings. Exercises no supervision. Work is performed at the San Antonio Public Safety Headquarters, located at 315 S. Santa Rosa, San Antonio, Texas 78207, inside the Fusion Center, under established policies and office procedures with some latitude.
Crime and other related data is something that may be needed or collected around the clock 24/7. Due the nature of this work you may be required or asked to work outside normal business hours including nights and weekends.
Examples of Duties
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require presence in the workplace on a regular basis and regular attendance must be maintained.

Collects, analyzes, and distributes raw intelligence data extracted from numerous law enforcement data sources and compiles data into viable written criminal intelligence information for investigative and planning purposes.
Collects and coordinates information and intelligence; organizes, analyzes and prioritizes; determines reliability and validity.
Develops link analysis, time/temporal analysis, telephone toll analysis, criminal threat analysis, crime incidents maps, or computerized charts to organize investigations.
Prepares case reports, charts, graphs and maps congruent with established procedures for management review as well to coordinate with police field operations use.
Facilitates the transfer of crime information.
Maintains intelligence database, indexes findings, and reviews publications.
May testify regarding the methodology employed in casework findings in court or official proceedings, as needed.
Attends and participates in scheduled departmental and professional meetings.
Responsible for reviewing the current Memorandum of Agreement between SAHA and SAPD to ensure compliance.
Collaborates with internal departments on reporting crime stats and develops recommendations for SAHA leadership.
Performs related duties and fulfills responsibilities as required.

Typical Qualifications
Education and Experience: Required

Bachelor’s Degree in Criminal Justice from an accredited four-year college or university in Finance, Accounting, Business Management, or a related field.
Four (4) years of progressive responsibility required in a related field.
Advance knowledge in the use of financial software including database, spreadsheets, and presentation applications.
Must have the ability to learn and use cloud applications such as Google GSuite applications to include, but not limited to: Google Chrome Browser, Gmail, Drive, Calendar, Docs, Sheets and Slides. Understanding document sharing and collaboration in the cloud. Experience and proficiency with Microsoft Office, Excel and Powerpoint or MAC or PC desktop equivalent is acceptable.
Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
The Fusion center in SAPD headquarters is a secure Criminal Justice Information System (CJIS) space, which requires a local and nationwide criminal background investigation, including the submission of fingerprints to the FBI via AFIS. No felony or high misdemeanor convictions, or DUI/DWI’s are allowed. Backgrounds are subject to review periodically to ensure no change in status, to include no DUI/DWI. This is a condition for employment, which excludes persons from having access to the Fusion Center.
Department of Homeland Security clearance, with no defaults or arrears of federal secured student loans or bankruptcies, or appearance on any federal watch list.
The Fusion Center onboarding process will include Criminal Justice Information System (CJIS) training, as well as the Criminal Intelligence Systems Operating Policies (Federal Regulation 28 CFR Part 23). These certifications shall be updated every 2 years.
This position will be a Fusion Liaison Officer, have a workspace in the Fusion Center, and be required to carry an access key card for the secure office area. The position requires an SAPD .gov email address as well an employee (SAP) number, allowing them to access the SAPD internal systems.

Preferred Requirements

Master’s Degree (MA) in Criminal Justice from an accredited four-year college or university in Finance, Accounting, Business Management, and or related field.
Ability to learn cloud technologies such as LucidChart for diagram, workflow and chart drawing.
Experience with Vizio, or equivalent is acceptable. Basic understanding of Virtual Private Network (VPN) access to connect to internal business systems.

License and Certifications:

Texas Class ‘C’ driver’s license at the time of placement and throughout employment; and is insurable by the Housing Authority’s liability and fleet insurance carrier.
Must have the ability to earn certifications as required by assigned tasks.

Technical Skills: To perform this job successfully, the employee should have:

Knowledge of spelling, grammar and punctuation.

Knowledge of standard office practices, procedures, and equipment
Ability to learn SAHA and departmental policies, procedures, and administrative systems.
Ability to learn research and data collection methods and techniques.
