Job Description : Position Overview

About the Position

The Criminal Intelligence Analyst conducts professional level criminal analytical research, analysis, and reporting for cold case investigations and prosecutions. The person hired for this position will work alongside MCAO investigators and law enforcement agencies to develop comprehensive information on suspects, victims, witnesses, associates, and associated assets. The person hired will be responsible for training and overseeing cold case intern(s).

This is a grant-funded position
and is based upon continued grant funding.

Position Qualifications

Education

Bachelor’s degree in Criminal Justice, Law/Legal Studies, Psychology, Statistics, or a closely related field

Experience

One year of related experience researching and analyzing crime-related data/information

OR

Graduate-level education may substitute for the experience requirement on a year-for-year basis.

Other Requirements

The Maricopa County Attorney’s Office requires a thorough background check of all successful candidates and is authorized to test prospective employees for the presence of illegally accessed drugs. Drug testing is conducted once an offer has been extended and prior to placement.
Must currently possess or have the ability to obtain a valid Arizona Driver’s License at time of hire.
Must obtain ACJIS Terminal Operator Certification within six months of hire or promotion and maintain certification throughout the course of this assignment.
May require on-call/over-time availability to provide a response to after-hour inquiries and notification alerts.
May be required to testify in court proceedings.
The selected candidate will be required to travel to perform certain work functions.

Our Preferred Candidate has

A Master’s degree in Criminal Justice, Intelligence Studies, Forensic Psychology, Legal Studies, or a closely related field
Two years of related experience researching and analyzing crime-related data/information
Experience performing professional research and analysis on crime-related information in a public safety organization
Crime Intelligence Analysis Certification or crime analyst training from an accredited organization such as the International Association of Law Enforcement Intelligence Analysts (IALEIA) or a college-level crime and intelligence analysis certification program

Essential Job Tasks

The tasks listed are a representation and not an all-inclusive list of essential job tasks for this position.

Provides technical assistance to MCAO Deputy County Attorneys (DCAs), MCAO Cold Case Detectives, and/or external law enforcement agencies via research in various databases, systems, and platforms to locate information in support of criminal prosecutions and investigations
Coordinates with MCAO Cold Case DCA, Detectives, Crime Analysis and Research Unit, and/or external law enforcement agencies to create an inventory of violent cold cases (i.e., homicides, sex crimes, aggravated assaults) with suspect DNA within Maricopa County; may require manual review of physical case files at originating agencies
Enters, maintains, updates, queries, and monitors criteria cases in the FBI’s Violent Criminal Apprehension Program (ViCAP) and/or other relevant law enforcement databases
Notifies MCAO Detectives, MCAO DCAs, and/or originating investigating agency(s) of any possible leads generated from internal analysis and/or external databases in a timely manner; assists with follow up as needed
Completes written products such as suspect workups, presentations, weekly/monthly briefings, bulletins, etc., uses tables, charts, maps, graphs, and other visuals
Uses knowledge of basic research methods, descriptive statistics, and logic and reasoning to analyze research findings and/or data and draw conclusions
Prepares and provides verbal presentations to MCAO staff, County entities, external agencies, and the public to include case studies, crime trend briefings, training seminars, and/or prevention presentations
Represents geospatial data as it pertains to cold case crime patterns, suspects criminal history locations, and/or individual incidents using mapping software and applications for use in cold case investigations and/or prosecutions
Compiles and organizes information for network association, link analysis, and/or timeline charts for use in cold case investigations and/or prosecutions
Participates in MCAO staff meetings, law enforcement briefings, intelligence sharing forums, and citizen/community meetings to gather and provide information related to cold case crime patterns, trends, and case information within the County
Serves as liaison to MCAO Cold Case DCAs, MCAO Detectives, and external law enforcement to facilitate information sharing across entities
Remains current on cold case crime and intelligence analysis topics, issues, and trends through various sources (e.g., crime and intelligence associations’ list-serves and publications, informational bulletins, newspapers, etc.), training courses, and organizational meetings
May train, direct, and provide oversight of Cold Case Interns to assist in the completion of cold case inventory and control work product

Working Conditions

Work is performed in a high volume, fast-paced environment with frequent stressful situations. The job requires long periods of sitting while completing computer activities. May require travel to and from job-related locations during the course of a scheduled workday, subject to County policies regarding the use of County vehicles and/or private vehicles used on County business. May require the ability to lift floor to waist, push, pull, or carry up to 20 pounds.

Selection Procedure

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified.
