Job Description : Position Description

Under the direction of the Emergency Management Coordinator (EMC), the Deputy Emergency Management Coordinator (EMC) is responsible for the effective delivery of disaster preparedness, prevention, response, recovery, and mitigation services. The Deputy EMC differs from the EMC, in that this position supports all HCOHSEM (Harris County Office of Homeland Security & Emergency Management) activities, with an emphasis on planning, operations and response and its various programs, including the day-to-day operations of the office. Job Duties and Responsibilities:

As directed by the EMC, coordinates, and oversees the preparation, development, implementation, and management of a variety of projects/programs in complex emergency management areas, the development, delivery and maintenance of strategic plans and budgets, grant qualification, application, audit, and other projects; and the operational readiness of the Emergency Operations Center (EOC) and other assigned equipment and systems.
Coordinates, develops, and delivers effective planning and operations programs to include multiple mitigation projects and web-based information, often in partnership with the regional Emergency Management community and other organizations.
Manages the supervisory staff to ensure a continuing and efficient operation, and a high degree of performance.
Represents HCOHSEM in meetings with elected officials, local jurisdictions, government agencies, the public, and the media.
Performs assigned Emergency Support Functions (ESF) and EOC functions during an activation.
Serves as EMC duty officer on a rotational basis.
Be prepared and qualified to act for the EMC in their absence.
Performs other duties as assigned.

Requirements

Bachelor’s degree from an accredited college or university.
Five (5) years of progressive management/supervisory experience in public relations, emergency management and/or public safety.

OR

Associate degree from an accredited college or university.
Seven (7) years of progressive management/supervisory experience in public relations, emergency management and/or public safety.

OR

High School Diploma or GED equivalent
Nine (9) years of progressive management/supervisory experience in public relations, emergency management and/or public safety.
Valid Driver’s License.

Knowledge, Skills, and Abilities:

Working knowledge of best practices management principles, methods, and practices.
Ability to adapt broadly defined policy guidance to specific situations.
Ability to use sound judgment in making independent decisions.
Ability to plan and supervise the work of others.
Ability to meet deadlines and work under pressure.
Principles and practices of public administration and the ability to apply them.
Federal, State, and County laws and regulations affecting emergency management services, and the ability to interpret and apply them correctly.
Organization and operation of County government and its departments.
Demonstrate effective communication skills (both written and verbal) with the public, government officials, emergency responders, and others.
Demonstrate technical skills necessary to effectively direct, supervise, and ensure the operational readiness of the weather information system and communications systems.
Demonstrate effective work habits and relationships, including the ability to work as part of a team or independently, and the ability to accomplish multiple projects simultaneously.
Ability to function effectively as a member of the Command and General Staff in accordance with National Incident Management System (NIMS) protocols during emergency or disaster situations.

Additional Requirements:

Operate a motor vehicle, radio, telephone, computer, and other office equipment.
Complete required NIMS training (IS-700, 100, 200, 300, and 400 level) within first year of employment.

Physical Requirements:

Position requires standing, walking, sitting, climbing, bending/stooping, kneeling/squatting, reaching, talking, hearing, lifting, carrying, pushing/pulling heavy objects, ability to lift up to 20 pounds.
The position requires up to 20% out-of-town travel with occasional overnight stays.
Attend and participate in extended meetings for up to 16 hours per day with routine breaks.

General Information

WORK ENVIRONMENT:

Most assignments will be performed in an office, meeting, or operations center environment; some work or training exercises may involve outdoor, adverse, and potentially hazardous conditions.
The employee must work effectively in suddenly changing work conditions and assignments, including extended periods under high levels of stress in adverse conditions, and independent from routine chain of command or communication systems.

HOURS:

Exempt employee with most work performed during normal administrative hours; however, the position is subject to flex time, after hours, overnight, holiday, and weekend work, as necessary.
Respond to the EOC as requested and fill a role in the Incident Management System during emergency or disaster situations. The employee must be prepared and qualified to act for the EMC in their absence.

LOCATION:

Houston, TX

SALARY:

$110,000 – $134,000 annually
Commensurate with experience.
Based on 26 pay periods.
