The Regional Director of Government Affairs will be responsible for directing, managing and supervising the company government relations programs and government affairs initiatives. Develops, supervises and coordinates use of external consultants. Responsible for coordinating and overseeing local associates of the company in their activities and assignments. Familiarity with a variety of the medical transport industry’s concepts, practices, procedures and the healthcare regulatory environment including reimbursement and compliance is critical. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks in conjunction with the senior regional and executive leadership team. Analyzes proposed legislative and regulatory actions and determines the potential for positive or adverse effects to the company. Responsible for building, representing to and maintaining strong professional relationships with key influential legislators, staff and government officials. Most importantly, the Regional Director will actively advocate, emphasize, and prioritize, policies to local, state, and federal elected officials and regulators that protect and advance interests, create market opportunities, and assure adequate reimbursement and patient access to company services. The Director of Government Affairs will have a good balance of governmental affairs knowledge and business acumen. While the bulk of the day-to-day responsibilities will be focused specifically on governmental affairs activities. He/she will have the interpersonal skills to bring teams together in pursuit of common business goals. This candidate must demonstrate knowledge of processes to ensure adherence to goals and objectives and activities of autonomous work teams. Envisions, encapsulates, frames-up, builds presentations, seeks opportunities, and presents the financial condition and opportunities to improve government reimbursement and/or protect economic best interests Works closely with the Company’s senior leadership to assist in the on-going execution of various regulatory and legislative campaigns Gathers verifiable data as needed for senior management concerning legislative, regulatory, operational and business development/expansion decisions Engages in strategic planning and analysis to advise the regional executive team Participates in the annual budget planning process with the VP of Government Affairs Analyzes, prepares, and periodically presents materials to the leadership team Represents at assigned state and national trade associations Represents at assigned local, state and national conferences Represents with local, state or national elected officials and regulatory agencies Manage crisis communications and media relations in coordination with corporate public relations team Works with the leadership team to identify and secure alternative funding/revenue sources, including state Medicaid, Medicare and other Special projects and other assignments as designated Performs on-going and ad hoc reporting requirements This position description has been designed to indicate the general nature and level of work performed by an employee. EDUCATION AND/OR EXPERIENCE
Bachelor’s degree with demonstrated competency in government relations or public policy preferred. Graduates degree preferred with 2years’ experience in state and local government affairs.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Language / Communication Skills Excellent verbal and written communication skills required Competent in utilizing information technology to develop and communicate reports and messaging to targeted audiences Ability to communicate a point or message and successfully reach an outcome working with others that is in the company’s best interests Ability to read, analyze and interpret economic/business data and operational reports Ability to read, analyze and interpret statutes, regulations, and job specific legal documents
Government Affairs Experience
Leadership and business development experience Demonstrated knowledge of state and federal legislative and regulatory processes Demonstrated knowledge of state and federal regulations relating to the company Demonstrated knowledge of state and federal reimbursement schemes and policies Demonstrated ability to manage lobbying representatives activities
