Job Description : Job Summary
Under general direction, is responsible for performing complex analytical work in the Employee Benefits Division of the Human Resources Department. Exercises independent judgment and acts as lead in conducting research and developing recommendations, strategies, and cost estimates. Conducts benefits related performance analysis, interpreting data for the development of human resources programs and procedures, and devising methods for studies and surveys. Working conditions are primarily inside an office environment. May exercise supervision over assigned staff.
Essential Job Functions
Assists in the planning, development, design, and implementation of major benefits programs;
Conducts research and comprehensive analysis of benefits data and trends, new approaches and methods to benefits administration, and compliance requirements; recommends changes based on research findings.
Determines best way to translate benefits objectives into plans, measures, and strategies;
Undertakes complex and sensitive personnel analysis involving benefits and cost containment issues; responds to and resolves concerns;
Prepares and reviews proposals to include objectives, performance measures, cost estimates, etc.
Establishes and maintains relationships with third party vendors and their representatives; acts as a liaison in resolving administrative issues;
Provides advice and counsel to management and other employee groups on a broad range of benefits issues and decisions;
Prepares reports, presentations, and documentation; maintains accurate records/files;
Performs related duties and fulfills responsibilities as required.
Job Requirements
Bachelor’s Degree from an accredited college or university with preferable coursework in Human Resources, Public Administration, Business or other related field.
Two (2) years of progressively responsible professional experience in the administration of employee benefits or related field.
OR Equivalent combination of education and experience.
Valid Class ‘C’ Texas Driver’s License.
PREFERRED QUALIFICATIONS:
Previous experience in employee benefits administration

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Knowledge, Skills, and Abilities
Knowledge of state and federal regulations regarding the management of employee benefit plans under IRS Section 125, Consolidated Omnibus Budget Reconciliation Act (COBRA), Health Insurance Portability and Accountability Act (HIPAA), and self-insurance health plan d inistration.
Knowledge of statistical analysis methods and basic mathematical skills.
Knowledge of health plan design analysis and health care cost and trend analysis procedures and techniques.
Skill in utilizing personal computers and associated MS Windows-based software applications (e.g. Word, Excel, Access) in the completion of assignments.
Ability to operate a computer keyboard and other basic office equipment.
Ability to supervise, train, and evaluate staff.
Ability to communicate clearly and effectively.
Ability to work independently, with minimal supervision, and use rational judgment in making work-related decisions.
Ability to analyze complex data and develop clear and concise written reports and presentations.
Ability to plan and coordinate complex assignments, utilizing additional staff if necessary.
Ability to establish and maintain effective working relationships with City staff and the general public.
