General Description

Performs environmental-related work activities. Provides expertise and technical support for multi-discipline areas of environmental studies for clearance of transportation activities. Work requires contact with governmental agencies and the private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred the supervisor.

Duties

The essential duties for this job include:

Develops, analyzes and monitors environmental programs, including Texas Pollutant Discharge Elimination System Municipal Separate Storm Sewer System (MS4) permitting.
Drives a State Vehicle to conduct inspections, field surveys, assessments, project investigations and prepares/reviews environmental documents to ensure compliance with applicable state and federal environmental laws, rules, regulations, policies and procedures.
Coordinates with Department staff, state, federal and regulatory agencies and contracted professionals in complex mitigation efforts and completes mitigation requirements.
Evaluates environmental impact of transportation activities including noise, air and water quality, wetlands, hazardous material, socioeconomic, environmental justice, biological, geological, cultural or historic resources.
Develops work break-down structures and consultant deliverable schedules for engineering and or scientific services contracts and reviews deliverables and makes recommendations for approval.
Keeps abreast of current environmental developments to include laws, regulations, policies and procedures
Plans, coordinates, schedules and conducts surveys, complex tests or inventories for project clearance.
Prepares scopes of work or requests for proposals for environmental studies.
Provides guidance on environmental rules, regulations and public involvement procedures.
Performs other job responsibilities as assigned.

Physical Requirements

Subject to inside and outside environmental conditions
Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs

The responsibilities associated with administrative practices and procedures to include writing, editing and report writing techniques, recording meeting notes, record keeping and records management
Prioritizing and organizing work assignments
Using computers and applicable programs, applications and systems

Education

This job requires the following:

Bachelor’s Degree in natural sciences, history, or a related discipline

Work Experience

This job requires the following:

1 year in environmental studies
(Experience can be satisfied by fulltime or prorated parttime equivalent)
No supervisory experience required.
Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications

The following Licenses and/or Certifications are required for this job:

Valid Drivers License, at time of application
Safety Impact Certificate

***Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification will be issued by TxDOT at the time of hire.

Required to work weekends and holidays.
Required to work hours other than 8am to 5pm.

Must attend work regularly and observe approved work hours
