Job Description : The City of Phoenix Public Transit Department (PTD) is recruiting for an Equal Opportunity Specialist (EOS). PTD serves as the Designated Recipient for Federal Transit Administration (FTA) funding in the Phoenix-Mesa Urbanized Area, passing though FTA grant funds to our transit partners (subrecipients include Valley Metro, Maricopa Association of Governments, valley cities, non-profits, and others). Oversight ensures the city and our subrecipients adhere to FTA’s requirements. Compliance areas include Americans with Disabilities Act (ADA), Title VI, Disadvantaged Business Enterprises (DBE), & Equal Employment Opportunity (EEO).

IDEAL CANDIDATE

Knowledge of local, state, and federal equal opportunity and/or civil rights regulations.

SALARY

$57,075.20 – $86,902.40 annually. Candidates may be hired up to $86,902.40 depending upon qualifications.

Pension Information

MINIMUM QUALIFICATIONS

Three years of professional experience in the investigation and evaluation of civil rights complaints, advocacy, or education, equal opportunity, or community relations outreach activities.
Bachelor’s degree in political science, business administration, personnel, law, or a related field.
Other combinations of experience and education that meet the minimum requirements may be substituted.

The City of Phoenix has paused plans to implement a federal mandate requiring all city employees be vaccinated against COVID-19. This decision comes after a series of legal challenges and a ruling from a federal judge which temporarily halts the COVID-19 vaccine mandate for federal contractors nationwide. If the requirement is reinstated, the City of Phoenix may require new hires to provide proof of full COVID-19 vaccination status as a condition of employment. The minimum qualifications listed above, plus:

Experience interpreting and applying human and civil rights-related laws.
Experience reviewing business and tax records for eligibility determinations.
Experience in analytical and fact-based writing.
Experience in supporting boards and commissions and public presentations.
Experience in diversity, contract administration, and labor compliance.
Experience in public outreach, mediation, and confliction resolution.
Experience with web-based data platforms and/or databases.
