Job Description : Job Summary

Recognizing the value of equity to the City of San Antonio’s citywide goals, the purpose of the Equity Manager position is to support the efforts and success of the Office of Equity within the Department of Diversity, Equity & Inclusion. The Office of Equity is a citywide office focused on advancing social justice and equity within the City of San Antonio so that all people can thrive and prosper. Following the City’s values of teamwork, integrity, innovation, and professionalism, the Office of Equity promotes cross-departmental collaborations that organize city staff to examine and improve citywide policies, programs, and service delivery. Under administrative direction the Equity Manager is responsible for complex projects and activities that require a high degree of specialized knowledge relating to social justice policies, practices, and procedures. The ideal candidate will augment the Office of Equity’s approach to advancing equity by building staff awareness of equity concepts and frameworks, organizing staff to produce more equitable opportunities and results, and initiating and supporting policy changes across city departments to ensure fair and just outcomes for all people. This position will report to the Chief Equity Officer and exercises direct supervision over assigned staff. This position is an “unclassified” position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions

Supports City departments to design and implement action plans that promote equitable outcomes.
Supports City departments in the development of their budget equity tools and analyzes equitable results of departments’ budgets.
Provides technical assistance to City departments on diversity, equity, and inclusion goals, policies, and practices.
Contributes to the development, presentation, and facilitation of integrated equity tools and curriculum.
Develops strategies that are aligned with the Office of Equity’s three approaches (building awareness, organizing staff, and supporting policy change) to advancing equity throughout City government.
Provides citywide support and technical assistance on equitable policies and procedures.
Supports the Office of Equity’s equity training strategy by developing specialized training and curriculum related to equity concepts and frameworks, including racial and gender equity.
Supports City staff in understanding best workforce equity practices related to addressing bias and inclusive workplace policies.
Researches and provides recommendations on policies and best practices related to equity, including racial, economic, and gender equity.
Supports City departments in disaggregating data by race, income, language, disability status, and gender identity and/or gender expression to understand the assets and needs of San Antonio residents.
Projects assigned may include occasionally lifting/carrying up to 15 pounds and visiting different departments or work sites.
Performs related duties and fulfills responsibilities as required.

Job Requirements

Bachelor’s Degree from an accredited college or university. A Master’s Degree is highly desirable.
Three (3) years of increasingly responsible experience in planning, business, finance, or a related field.
Two (2) years of supervisory experience.

PREFERRED QUALIFICATIONS:

Experience supporting policy and system change.
Experience developing training curricula and/or facilitating training.
Experience designing and developing data-informed strategies and plans.
Experience incorporating diversity, equity, and inclusion initiatives.
Coursework and/or a degree in public finance, public economics, econometrics, and/or statistics.
Valid Class “C” Driver’s License.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

Ability to prepare clear and concise administrative and financial reports.
Ability to interpret and apply Federal, State and local policies, procedures, laws, and regulations.
Ability to implement policies and procedures.
Ability to communicate clearly and effectively.
Ability to establish and maintain effective working relationships with employees, management and the general public.
Ability to perform all the physical requirements of the position, with or without accommodations.
Working conditions are primarily inside an office environment.
