Job Description

SUMMARY:

Under the direction of the appropriate Director or Associate Vice Chancellor; assist in the administration and control of a major segment of the Human Resources Department. This involves providing technical assistance and performing a variety of responsible duties focusing on one specific area in Human Resources such as: Benefits, Risk Management, and Labor Relations operations.

ESSENTIAL FUNCTIONS:

Assist in the administration of a specific Human Resources program such as Benefits, Labor Relations and Risk Management.

Analyze departmental activities and documents for compliance with District policies and governmental rules and regulations; conduct independent research/analyses on legal inquires, complaints, disciplinary actions, union grievances, and other administrative concerns; advise and assist supervisory and administrative staff on related processes and procedures; prepare a variety of legal documents and materials such as contracts, side letters, and settlement agreements pertaining to collective bargaining.

Serve in a Lead Capacity to other office staff. Provide direction and coordinate office to meet needs of the appropriate office.

Analyze, research, and provide input on benefits each year to compare competitiveness/cost to market.

Serve as the liaison for the district with insurance programs providing student insurance, public liability, property damage, and other insurance related matters as assigned.

Oversight of risk management vendor and related district-wide risk management matters. Coordinates district-wide safety programs and responsible for workplace safety compliance. Oversight and administration of property and liability insurance programs and claims.

Ensure compliance with legal mandates, statutes, and District rules, policies, procedures and practices of health and safety.

Conduct informal and formal sexual harassment and discrimination complaint investigation and fact-finding activities as designated.

Advise complainants regarding their complaints, inform and advise accused, advise designated college administrators, and inform state compliance officials.

Independently research a wide variety of complex information requests related to Human Resources.

May participate as a member on the District Negotiation team.

Prepare collective bargaining documents; prepare presentations, reports, and back-up materials related to the Human Resources and Labor Relations area for meetings and Board action; coordinate follow-up activities for Board action as required.

Coordinate and provide orientations and workshops.

Prepare charts, graphs, and tables for presentation or inclusion in reports.

Issue regular reports following established procedures.

Assist in the formulation of the department budget, mandated costs, business planning, and related planning functions. Monitor and maintain current financial and budget information, monitor budget expenditures and prepare purchase orders, manage funds to balance accounts.

Prepare, research and analyze market trends of higher education institutions, drawing data from a variety of sources within and outside the department; research applicable and related reference codes and past practices contract clauses and advise Vice Chancellor for Human Resources and Labor Relations accordingly.

Prepare Administrator Contracts and Governing Board Documents in compliance with legal standards.

Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.

SECONDARY FUNCTIONS:

Perform administrative office functions to facilitate the responsibilities of human resources; review and respond to correspondence; coordinate office communication.

Collect and compile statistics and information from identified sources; independently assemble and summarize information as directed.

Compose routine letters and memoranda. Route or answer routine correspondence not requiring the supervisor’s attention.

Develop coding systems and maintain confidential department records and files.

Perform related duties as required.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:

Principles of office management and organization.
Laws, rules, and regulations related to Human Resources and Labor Relations programs.
Advanced modern office practices, procedures, and equipment.
Advanced interpersonal skills using tact, patience, and courtesy.

Learn to interpret, apply, and explain rules, regulations, and policies and procedures.

Understand and follow oral and written directions.
Conduct research, compile, and analyze information and calculate data.
Operate a personal computer including various software packages to enter and retrieve data using keyboarding skills in an efficient and effective manner consistent with requirements of the position.
Establish and maintain cooperative and effective working relationships with others.

EDUCATION AND EXPERIENCE: Any combination of training and experience equivalent to two years of college with special course work in business administration, human resources management, or a related field and three years complex technical experience in one or more Human Resources functional areas.

WORKING CONDITIONS: Confidential position. Human Resources environment subject to constant interruptions and frequent interaction with management, faculty, staff and the public.
