Position : Human Resources Technician I/II – Part-time

Job Description : The Position

Human Resources Technicians are responsible for performing generalist technical and paraprofessional personnel work in the areas of benefits administration, recruiting, staffing, position classification, wage and salary administration, employee training, employee relations, confidential labor relations support and to perform a variety of technical tasks relative to assigned area of responsibility.

The position is budget at 0.70 FTE, with the incumbent working 28-hours per week. Benefits are prorated at 70%.

Examples of Important & Essential Duties (included but not limited to)

Essential Duties

Responds to requests for human resources information or staff services from employees, union officials, managers, work unit supervisors, claimants, vendors, and the public.
Provides answers about established process for the delivery of human resources services.
Assists customers to engage with the appropriate authorities for non-routine services.
Processes and reconciles benefit accounts.
Uses established procedures to prepare, log, and distribute a variety of checks related to vendor payments, payroll, pension distribution, taxes, and related remittances.
Orients new employees into the city’s personnel system.
Coordinates new employee orientation with city departments.
Supports the administration of the city’s employee benefit program, including medical, dental, vision, spending reimbursement accounts, life insurance, long term disability, required notices (i.e., COBRA and FMLA), and Employee Assistance Program (EAP).
Acts on behalf of individual employees and their family members to resolve issues with insurance/benefit providers.
Provides administrative support and coordination to city-wide employee training events. Prepares locations for training events and supports trainers during training sessions. Administers contract administration and invoice payment for established training vendors.
Assists with studies and surveys of personnel practices, position classification, salary comparison, and benefit programs.
Performs research and analysis about competitive labor market and workforce topics subject to the collective bargaining process.
Administers legal compliance programs such as Department of Transportation drug and alcohol testing for commercial drivers, Department of Motor Vehicles Employer Pull Program, and documentation of employees’ right to work in the United States.
Conducts research to identify causation and recommend corrective action where required.
Assists in developing and monitoring budgets; estimates funding requirements and future expenditures; analyzes funding sources.
Performs other duties of a similar nature or level.

In addition to the responsibilities for a level I position, positions assigned to level II may be responsible for:

Demonstrating in-depth operational knowledge and expert service delivery for several of the core services.
Performing ongoing administrative support generalist assignments which require the ability to identify from a range of established procedures the appropriate procedures and methods to accomplish desired results.
Performing work assignments that are typically made by the supervisor on the basis of accomplishing goals and ongoing functional responsibility.
Distinguishing between standard situations and unusual situations which may require extraordinary responses.
Dealing with problematic customers and controversial service demands without supervisory intervention.
Representing the city-wide principal staff function and serving as the primary city contact in ongoing liaison with professional associations, regional coalitions or advocacy groups, enforcement authorities, vendors/contractors, and Federal/State agencies.

The ideal candidates will have knowledge of: customer service principles; modern office procedures, methods, and equipment; basic filing and recordkeeping principles; basic mathematical concepts; word processing methods; English language, grammar, and punctuation.

: maintaining confidentiality of sensitive personnel matters; using computers and related software applications; techniques used in public relations; principles of data collection and survey methods;performing routine mathematical calculations; providing customer service; filing; typing; mail and postal regulations; performing multiple tasks simultaneously; using modern office equipment; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Minimum Qualifications

High School Diploma, or General Equivalency Diploma (G.E.D.), plus customer service, word processing and keyboarding skills or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
