The Arizona Department of Economic Security (DES) is looking for individuals that are committed to service, community, and teamwork. The Department of Economic Security, Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our team as an Information Security Supervisor.

All work, including remote work, should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Supervise multiple security and compliance analysts in support of system and business owners.
Compliance reviews of solution artifacts and documentation.
Perform research and maintain current governance and compliance standards in alignment with government partners and standardized frameworks.
Conduct audits of access controls and framework evaluations, create policies, perform review of applicable frameworks and regulatory alignment to DES controls including NIST, IRS, CMS, etc.
Train and mentor security analysts with current and upcoming GRC controls and frameworks.
Evaluate system and solution documentation for compliance to regulatory standards (Federal, State, Local, and DES).
Perform liaison activities between business units, divisions, DTS operations and security teams to ensure proper education and visibility of security concerns and regulatory compliance is maintained.
Assist with solution implementation and documentation as needed to ensure best practices and standards are met.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

In depth knowledge of information security principles, techniques, and controls used to protect sensitive information.
Data classification.
NIST special publication 800-53 R4 and R5.
Full understanding of DES security policies, procedures, standards, and plans.
Federal, State, and DES laws, rules, regulations related to information security.
User access methods and roles.

Skilled in:

The use of collaboration software including Google Workspace, Microsoft Office, etc.
Enterprise ticket systems.
Understanding and adherence to ITIL.
Oversight and management of program framework within the Arizona Management System (AMS).
Employee performance management system.

Ability to:

Prioritize and organize multiple tasks.
Work collaboratively with multiple teams across divisions.
Receive feedback and use it to adjust plans as needed to meet goals.
Build strong working relationships across the organization and with business partners.
Manage medium to large teams.
Evaluate emerging technologies for security weakness and compliance issues.
Apply creative and adaptive solutions to meet business needs.

Pre-Employment Requirements:

Bachelor’s degree or 3 or more years of experience in related discipline (or equivalent experience).
AARS 41-1969 – Each employee or contractor of the Department of Economic Security who is employed in an information technology position shall have a valid fingerprint clearance card issued pursuant to ARS 41-1758.07.
Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
Travel will be required for State business. Employees who drive on State business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
