Job Description : An Investigator 3 researches and investigates customer records to evaluate chronic alcohol and substance abuse offenders by reviewing Revocation Investigation packets. The incumbent testifies in administrative law hearings and/or court appearances concerning various record data. Investigates cases of tampering by reviewing data loggers for high BAC; enters CIID extensions on driving records; conducts quarterly Ignition Interlock audits within the State of Arizona; researches eligibility of special restricted licenses; follows-up on customers/ installer/ manufacturer complaints; partners with DPS to certify any new ignition interlock devices.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

Perform detailed investigations pertaining to violations of statutes that are complex/ sensitive allegations of legal/regulatory violations.
Customer/installer/manufacturer complaints.
Tampering/circumvention or missed rolling retests; CIID extensions; and high BAC through the collection/preservation of records, data loggers, photographic evidence, recordings, interviews; correspond with subject drivers, installers, and manufacturers.
Analyze and evaluate a wide range of documents in order to determine appropriate action pursuant to ARS Titles 04, 08, 13, 28, and 41. Investigate CIID extensions.
Review records and data loggers to assist with validating information.
Enter CIID extensions on driving records.
Resolve complex issues under stressful conditions with problem drivers by telephone, email or walk-in.
Assist with external/internal calls within MVD and other state/local agencies. Assist other units within the realm of expertise.
Participate in pretrial conferences, depositions and other discovery process events. Offer insight based upon the experience and perspective inherent in the position to aid attorney’s in determining the potential of litigation for specific cases. Respond to attorney needs/requests for records and documents.
Appear in court or administrative hearings as an “expert”, deputy custodian of records witness, maintaining composure and demeanor during cross-examination by opposing Attorney.
Travel in and out of state as required when testifying AZ MVD records on pending cases in those states.
Review and comment on House and Senate bills that may impact the Driver Improvement Unit and/or the Ignition Interlock Unit duties.
Identify any potential issue that may arise.
Advise Policy and Procedures Unit as a resource person and technical advisor in the writing of policy and legislative changes. Participates in legislative implementation teams.
Participate in testing new systems that affect the driver improvement and/or ignition interlock units.
Provide assistance as subject matter expertise, needs assessments and impetus to identify and implement process improvement to program effectiveness.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Knowledge of ARS Titles 04, 08, 13, 28, and 41, MVD policies and procedures, various codes (courts, disposition, status).
TPX and MAX computer knowledge in reading DL records segments.
Of the techniques and methods of interviewing, interrogating, records searching and identifications appropriate to the agency of assignment.
Knowledge of the principles and practices of the assigned agency’s authority and available information gathering systems.
Knowledge of principles and practices of training and leading subordinates.
Of principles and processes for providing customer and personal services. This includes customers needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.

Skills in:

Applying Federal, State agency laws, rules, regulations and policies regarding complex investigations appropriate to the agency of assignment.
In applying civil, criminal or regulatory laws of a complex nature appropriate to agency of assignment; in gathering, compiling, preserving detailed evidence and preparing cases for civil and/or criminal proceedings.
Skills in applying work management, lead techniques in reviewing and determining that case files are proper.
In oral/written communication and interpersonal relationships.
Conduct complex investigations in a prompt, efficient and professional manner; research, identify and select proper and complex documents; perform independently or in a lead role, on complex cases, in a professional manner.
Assist in training and administrative duties.

Ability to:

Interpreting Federal, State, and agency laws, rules, regulations and policies regarding complex investigations appropriate to the agency of assignment.
Interpreting civil, criminal or regulatory laws of a complex nature appropriate to the agency of assignment.
Train and counsel MVD employees, third parties and members of other agencies in the interpretation of motor vehicle laws and the ignition interlock program.
Partner with DPS in certifying and training any/all new devices in Arizona.

Selective Preference(s):

The ideal candidate for this position will have: Minimum five years of MVD Customer Service experience required.

Pre-Employment Requirements:

This position requires the possession of a valid Arizona Driver License. Candidates for this position must complete and sign PART 1 of the State of Arizona Application for Employment prior to the time of interview, which will allow ADOT to obtain the candidate’s motor vehicle record (MVR) and if considered candidate must complete PART 2, allowing ADOT to conduct a reference and background investigation as required. The most recent 39-month period shown on the MVR will be reviewed in accordance with A.A.C. R2-10-207.11 (H) and (I). The review must show an acceptable driving record prior to any offer of employment being made by ADOT. Employment is contingent upon these requirements.
