Job Description : Duties

Serves as a software representative, advisor and focal point for matters related to contract surveillance of software requirements, computer program requirements, design, coding, software testing and embedded real time software systems.
Applying substantial knowledge of information technology principles and software development practices and methodologies, evaluates adequacy of suppliers’ software engineering program to achieve design and development objectives.
Provides award fee evaluation inputs.
When delegated, provides comments on test plans, test procedures, qualification testing, engineering changes, deviations, and waivers.
Provides an independent analysis (verification and validation) of software metrics such as execution time and memory budgets for programs, routines, systems, etc., in context of the total system requirements.
Maintains competence in the software development arena by reviewing technical periodicals, attending applicable seminars, and participating in Government and industry-wide computer software working groups and conferences.

Qualifications

To qualify for a IT Specialist (APPSW), your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

Completing thorough and accurate work independently and occasionally reviewing work completed by others;
Resolving routine and non-routine problems, questions, or complaints; Developing and maintaining strong, mutually supportive working relationships with customers;
Conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation;
Conveying complex information to customers;
Presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas;
Adjusting style when working with individuals with different levels of understanding;
Using various methods to explain and convey information;
Solving complex or sensitive problems by developing and proposing strategic alternatives;
Identifying possible conflicts and shared benefits;
Helping team anticipate problems and identifying and evaluating potential sources of information; Providing feedback and coaching to others to help solve problems;
Engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs;
Evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
