Job Description:
Remote work or a hybrid of remote/office will be considered in filling this position. The ability to report to Salem is required when business or operational needs are dependent on onsite activities.
We are currently seeking a Jump Start Kindergarten Education Specialist in our Office of Teaching, Learning and Assessment at the Oregon Department of Education . This is a full-time, limited duration position scheduled to end June 30, 2023, however, may be extended pending legislative approval. Limited duration appointments are benefits eligible.

What you will do !
This position oversees Oregon’s administration of the Jump Start Kindergarten program, under Oregon’s ESSER III state plan.
The Jump Start Kindergarten Education Specialist will have the opportunity to design and implement a new program alongside a dynamic team committed to creating and implementing equity-driven summer learning programs to ensure Oregon’s children experience a smooth transition to kindergarten, with long-lasting benefits for their educational journey. A day in the life!
Lead development and implementation of the statewide ESSER III Jump Start Kindergarten program and make recommendations on the allocation of funding to meet the strategic priorities of the ESSER III Jump Start Kindergarten program, including the braiding of funding and program sustainability.
Build partnerships to leverage available resources for expanding school-wide and district-wide capacity to advance educational equity and improve instruction.
Develop guidance, tools, and other resources on using program funding to implement best instructional practices in response to LEA, community, and student strengths and needs. This includes developing resources that are culturally responsive and inclusive of all gender identities, sexual orientations, and racial and/or ethnic identities.
Provide technical support and professional development to educators, administrators, partners, community entities, and other LEA staff on the use of federal ESSER III Jump Start Kindergarten program funds to support high quality out-of-school time programming and student learning.

What are we looking for?
Master’s degree in Education or related field from an accredited college or university and five years of education experience in early learning and Kindergarten and key grade level transition (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in early learning and Kindergarten and key grade level transitions.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
Candidates who are the most competitive will possess the following skills:
Knowledge of local, state, and federal programs related to early learning.
Ability to collaboratively work across the agency, state government, with school districts, public charter schools and private schools.
Experience providing advice or technical assistance to school districts, tribes, community groups or members of the public.
Ability to establish and maintain collaborative relationships with diverse community members and partners; contributing to inclusive, welcoming learning opportunities for each and every student to have meaningful career connected learning experiences.
Strong verbal and written communication, facilitation, and collaboration skills.
Extensive knowledge of federal regulations, allocations, and data collections regarding title programs.
Extensive grant management experience.
Project management experience.

Additional Information
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
