JUNIOR LAND USE/ENVIRONMENTAL PLANNER

PER COUNTY RULES, THIS POSITION IS ELIGIBLE FOR APPOINTMENT AT STEP 1, $54,038.40 ANNUALLY. COUNTY EMPLOYEES ARE SUBJECT TO THE COUNTY PROMOTION RULE FOR STEP PLACEMENT IN ACCORDANCE WITH COMP ORD 1.3.5.

PDS is responsible for long range land use planning, including the County of San Diego’s General Plan, Climate Action Plan (CAP), Electric Vehicle Roadmap, and Zoning Ordinance among others. The department evaluates land use projects for regulatory compliance and environmental impacts, manages long range planning policy formulation, and related ordinances.

PDS advises the Board of Supervisors and Planning Commission on all land use and sustainability projects, policy, and programs in the unincorporated county. PDS has seven major divisions: Sustainability, Long Range Planning, Building Services, Code Compliance, Land Development, Project Planning, and Support Services.

The Position

This recruitment will be used to fill current vacant positions within the Project Planning and Building Services Divisions within PDS; however, the list may be used by other PDS divisions.

This is the entry level professional class in the Land Use/Environmental Planner class series responsible for performing professional environmental and land use planning studies/projects, research, and data analysis to develop goals and policy recommendations for adoption by decision-making bodies. You are invited to apply for Junior Land Use/Environmental Planner; if selected, you will be an integral part of our mission. Our department is located at the County Operations Center, a modern 44-acre regional complex in Kearney Mesa. The Operations Center includes 18 structures and houses 19 departments, including an employee gym/workout center.

Selection Interview Date

Interviews will take place on April 22, 2022. Job offers for selected candidates will be made the same day. Candidates should be prepared to immediately complete background paperwork, upon receipt of a job offer.

The timeline for this recruitment is outlined below. Please note that dates are approximate and are dependent upon the successful completion of each step of the process.

Job Offer and Background Process begins: April 22, 2022.

Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.

Anticipated Start Date: Start date will be based upon successful completion of background or other mutually agreed upon date.

MINIMUM QUALIFICATIONS

A bachelor’s degree from an accredited U.S. college or university, or a certified foreign studies equivalency, with at least 30 semester units in the following fields of study: life science, physical science, city and regional planning, urban planning, landscape architecture, architecture, geography, archaeology, biology, wildlife and/or botany; geology, conservation of environmental quality, natural resources, physical geography, ecology, zoology, or engineering with an emphasis in acoustics or environmental management, public administration or a closely-related field.

NOTES

Professional level land use/environmental planning experience in a public or private agency may substitute for education on a year for year basis, for up to two (2) years of the education requirement.
Applicants must attach a copy of their college diploma, complete official or unofficial transcripts, letter of verification from a college or university, or certified foreign studies equivalency during Step 1 of the application process at the time of application. This requirement will be waived for persons who met the minimum qualifications during previous recruitments for Junior Land Use/Environmental Planner.

CONDITION OF EMPLOYMENT

Employees hired on or after October 15, 2021, are required to be fully vaccinated against COVID-19 before beginning employment. If you receive a conditional offer of employment, a copy of your vaccination card must be provided at the time of background.

Current County employees hired on or before October 14, 2021, are required to provide a copy of their vaccine card showing they are fully vaccinated, or undergo Covid-19 diagnostic testing and wear a facemask in the workplace.

Employees who work at County locations subject to the California Department of Public Health State Public Health Officer order are required to be fully vaccinated. In addition, booster-eligible employees must receive their booster by March 1, 2022, or within 15 days of becoming eligible for a booster if they are not eligible as of March 1, 2022. If there are CDPH date changes for Booster compliance, employees must come into compliance in accordance with that date.

EVALUATION PROCESS

Qualified applicants will be placed on a
six (6)
month employment list based on scores received during the evaluation of information contained in their employment and supplemental applications.
