Job Description:
We are seeking a K-5 Literacy Program Coordinator (Program Analyst 4) for the Standards and Instructional Supports Team . This is a full-time role, Limited Duration position expected to end June 30, 2023; however, this position may be extended pending funding approval. Limited duration appointments are benefits eligible . This is a classified role represented by Service Employees International Union (SEIU).
What you will do!
This position develops and manages ODE’s literacy framework and library revitalization grant program and serves as the programs’ point of contact and liaison. This position will interact with state contacts, district leaders, schools, parents, representatives at the state and federal level, and others. This position is responsible for working with agency leadership to develop and launch a revised literacy framework, manage the library revitalization grant program, provide training and implement robust supports for schools and districts, and oversee efforts to establish state policy and direction for these programs, including administration and implementation of federal and state policy.
Strong literacy skills serve as a vital foundation for students as they move through their educational journey. The K-5 Literacy Program Coordinator will play an essential role in ensuring that Oregon has the necessary resources and structures established to support our districts, schools, and families in meeting the strengths and needs of our K-5 students and helping them establish the literacy skills that will support the rest of their education. The K-5 Literacy Program Coordinator will have the opportunity to work with Oregon’s education partners at the national and local level, diverse communities, tribes, and community partners to design equitable opportunities for Oregon students to build culturally sustaining literacy skills.
The K-5 Literacy Program Coordinator will also facilitate a network of professionals connecting communities, schools, and service providers. Come be the heart of the action and help design and implement systems that will drive improved opportunities for Oregon’s young learners, network with professionals, and engage Oregon’s communities so they can thrive. This role will allow the successful candidate to make a difference that is both measurable and meaningful!
A day in the life:
Developing and coordinating the implementation of a statewide literacy framework and supporting policies.
Developing and coordinating ODE’s implementation of the library revitalization grant program.
Partnering with and serving as liaison with state and federal agencies, community-based organizations, ESDs, and family/caregiver groups to coordinate statewide outreach and engagement around ODE’s literacy efforts, including both the literacy framework and the library revitalization grant program.

What are we looking for?
A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to eight years of experience that typically supports the knowledge and skill requirements listed for the classification.

Familiarity with literacy instruction and learning in K-5 schools.
Strong comprehensive writing skills.
Ability to establish effective relationships with a variety of partners and community groups representing diverse cultures and perspectives.

Knowledge of federal and state general fiscal accountability practices and monitoring.
Experience providing advice or technical assistance to school districts, tribes, community groups, or the public.

Additional Information:
Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted above reflects base salary only.
