Commercial and Special Appraisal Examples of Job Duties/Responsibilities

Plans (consistent with district plans, goals, and timetables), sets priorities, organizes, determines schedules and deadlines, manages, coordinates, monitors and reports on division work efforts and accomplishments
Establishes, implements, and/or uniformly administers approved district administrative and division policies, standard operating procedures, and work performance/work product standards
Reviews incoming mail and legal documents and, as appropriate, composes requests for additional information, settlement offers and other communication * Obtain/maintain appraiser’s registration with the TDLR
Performs annual division employee performance evaluations
Responds to customer, tax unit, and other inquires and requests
Provides data, cost estimates, and other assistance in preparation of the departmental budget
Assist in interviewing, evaluating, and selecting entry level and promotional employees
Assist division employees in resolving or directly resolves complex special appraisal or other issues and problems
Prepare staff reports and maintain statistical data
Reviews the original petitions as filed to assign the attorney, determine previous litigation, the disputed amount or nature of the appeal, the agents involved, etc.
Determine the appraiser’s cases to review or attain outside expert
Schedule settlement conferences with appropriate TAD personnel and the plaintiff’s representatives
Participates in the settlement conferences as TAD’s representative/negotiator
Responds to various correspondence received on each case
Prepares suggested discovery responses
Maintains case status with outside counsel, other TAD departments
Seeks attorney input as needed
Initiates authorization letters once an agreement is reached
Schedules inspections, mediations or depositions as the cases mature
Approves the proposed agreed judgments
Follows up conformed agreed judgments with the necessary paperwork to change the appraisal roll
Notify the taxing entities of the roll changes
Develop any new post appeal procedures as the law requires (SOAH)
Performs other duties as assigned

Minimum Qualifications

Graduation from an accredited four-year college or university with a degree in real estate, business, finance or a related field plus at least eight years of relevant property appraisal experience including two years of supervisory or management experience and/or minimum of twelve years of an equivalent combination of education and commercial appraisal experience that included supervisory-equivalent duties or responsibilities
Professional designation as a Registered Professional Appraiser by the TDLR
Possess thorough knowledge of the Texas Property Tax Code and mass appraisal systems and its provisions applicable to appraisals, with special emphasis on those provisions pertaining to value disputes, appeals, arbitrations, and remedies of the legal system, including civil actions, discovery, interrogatories of the uniform Standards of Professional Appraisal Practice

Salary Range $80,412 to $138,573 plus annual car allowance
