YOUR POSITION WITH TNC

The Monitoring, Evaluation and Learning Scientist leads and is responsible for designing, implementing, and maintaining a comprehensive Monitoring, Evaluation and Learning (MEL) program for the PRANA project. The preferred location for this position will be based Punjab, India with travel to New Delhi, India. The Monitoring, learning and Evaluation Scientist will report to the Project Director. This is term-limited position (concluding in June 2025) with the possibility for extension subject to funding and project outcomes. This is a local, in-country hire. No relocation or visa sponsorship or assistance is being offered with this position.

ESSENTIAL FUNCTIONS

The Monitoring, Evaluation and Learning (MEL) Scientist position develops Project’s MEL framework, organizes and supervises the data collection of project indicators, and where required, inputs data into the monitoring database. The MEL Scientist for the PRANA project analyses monitoring data, finds explanations for variations in data, produces quarterly monitoring reports, documents lessons learned and success stories, draws out strategy and work plan-level implications, and reports back to the project leadership. The MEL Scientist also manages contractors engaged in Project’s MEL activities and helps organize and supports data collection for project evaluation.

RESPONSIBILITIES AND SCOPE

Design and develop, through consultation, a research, M&E and learning strategy for project including monitoring work plans and budgets and reports.
Define indicators, dashboards, tools and templates required for collection and strategic use of information to inform decision-making and evaluate results.
Ensure that all data collection is high quality, develop and apply standards to maintain overall technical quality, and maintain M&E databases, including input of data, where required, and analyzing monitoring data.
Ensure integrity of both data collection and data management relating to project progress reporting.
Supervise M&E partners and contractors.
Provides training on field data collection to Project staff.
Collaborate with geospatial science colleagues to integrate spatial technology for MEL; drive development of local-to-global GIS and other enterprise-scale spatial and relational databases.
Document success stories and lessons learned, and share these with the project team, donors and partners.
Inform strategy reviews, work planning and adaptive management of the project at critical intervals; provide recommendations for changes that should be made to project activities based on evidence collected.
Support third-party project evaluations.
Under limited supervision, acts independently, resolves complex issues within the program area and acts as a resource to others.
May be required to work in variable weather conditions, at remote locations, on difficult and hazardous terrain, and under physically demanding circumstances when safe to do so.
May require frequent travel domestically.
MINIMUM QUALIFICATIONS

Master’s degree in a quantitative field (economics, agricultural/development economics, statistics, biostatistics, applied sociology, anthropology, or other relevant subject) and 2 years of experience or equivalent combination of education and experience.
Experience leading and working with cross functional teams and managing contractors.
Experience synthesizing, interpreting and communicating scientific information.
Experience preparing reports of findings.
Record of peer reviewed publications in scientific journals.
Experience working and communicating with a wide range of people.
DESIRED QUALIFICATIONS
Five years of work in measures, evaluation and learning, developing a web-based monitoring system.
Experience working with current trends and practices in agriculture, preferably in India.
Experienced in data collection & developing data quality assurance strategies, data management and data visualization, including proficiency in database development/management through SPSS, Stata, EPI-Info, Access, Excel or others.
Proficiency in synthesizing complex data from multiple sources into a coherent and accurate summary for reporting.
Working knowledge of GIS and remote sensing preferable.
Experience in international development, preferably with an international NGO
Supervisor experience, including the ability to motivate, lead, set objectives and manage the performance of others.
Multi-language skills and multi-cultural or cross-cultural experience appreciated with experience working in Punjab preferable.
Strong knowledge of common software applications.
Proven negotiation skills.
Attention to detail.
Training experience.
Detail-oriented and excellent time management skills with the ability to meet deadlines and deliver required results in a timely and quality manner.

The successful candidate will be employed by Nature Conservancy India Solutions Private Limited (NCIS). NCIS is a wholly owned Indian subsidiary of The Nature Conservancy. NCIS is a private limited company incorporated under the Companies Act 2013, registered in India at New Delhi. The company currently provides technical consultancy, monitoring & evaluation and other relate services in the domain of conservation and environment to it various clients. The company under Indian laws can also provide fee-based service to clients (development organizations, Corporates and Govt. Agencies) within and outside India. The company has all the required registrations under the relevant laws to provide such fee-based services in India.
