Job Description : Job Title: Opportunity Youth Eligibility and Navigation Specialist
Department: Adult Literacy

Reports To: Director of Adult Literacy
Supervises: None
Position Overview: The Eligibility and Navigation Specialist (ENS) ensures the recruitment, eligibility, and enrollment of Opportunity Youth (“OY,” ages 18-24, not working and not enrolled in school). Additionally, the ENS is responsible for reporting and target achievement for the NextGen initiative.
Essential Functions:
Establishes rapport and credibility with OY enrollees, network, and ancillary providers. Ensures youth are recruited, screened, and properly enrolled in Workforce Innovation and Opportunity Act (“WIOA”) Youth Services.
Determines customer WIOA Youth Services eligibility by collecting and reviewing the customer documentations for completeness and accuracy.
Interviews customers to assess their situations, capabilities, and/or problems to determine what services are required and needed to meet their employment related goals. Administers assessments such TABE, CASA, Employment Barrier Screening, and Self-Sufficiency Matrix (SSM).
Matches customers with appropriate job postings and contacts potential employers to provide employment opportunities.
Develops and matches customers with volunteer sites to develop work skills that would lead to employment.
Determines eligibility for financial aid for other workforce support programs such as certificate programs.
Enters all data into The Workforce Information System of Texas (TWIST) in a timely manner and other customer tracking systems accurately.
Maintains accurate standardized customer records in accordance with guidelines and participates in the peer review process
Supports the collaborative work and community of learning within the collaborative partners in the Workforce Solutions ACAM Collaborative NextGen WIOA Youth Services Program.
Conducts customer follow up and accountability calls to ensure that tasks are completed.
Assists with navigation to other services through warm and regular referrals to other providers and conducts follow up.
Produces accurate monthly performance reports, regular monitoring of program target attainment and customer outcomes such as young people employed, and/or enrolled in post- secondary, and/or attained a training certification.
Works to ensure placements are completed.
Participates actively in staff meetings, monthly case conferences and all agency staff meetings and trainings.
Represents FOC and Wesley at community functions as required.
Supports through word and action the Wesley Community Center’s Mission statement and core values.
Performs other duties as may be assigned
Knowledge, Skills, and Abilities:
Ability to write and speak clearly and informatively; Strong computer skills including typing and Microsoft Office; Strong customer service orientation; Ability to work cooperatively and support the team’s efforts; Ability to interpret and communicate contractual mandates and guidelines; Attention to detail.
Experience with customer tracking and management information system entry. Experience with TWIST, Work in Texas, WIOA Youth Services eligibility requirements and the TWC financial aid application a plus.
While in this position, the employee is expected to seek to understand, communicate appropriately and effectively, and build a positive, professional rapport with all clients and business partners using active listening and conflict resolution skills. Ability to adhere to deadlines, react to unpredictable events quickly and efficiently, be resourceful, manage conflict and challenges.
Education & Experience:
Associate or Bachelor’s degree and/or five to 10 years’ experience working with youth. Familiarity with Workforce Solutions system greatly preferred.
Work/Physical Requirements: Employees in this position will work primarily in an office setting where they will interact with clients to help resolve issues; while also occasionally having to stand and walk to complete job duties. Must be able to lift and carry up to (25) pounds unassisted. Employee in this position may be required to work weekends in support of program services and special events.
