Position : PROCUREMENT SPECIALIST

Job Description : Secures goods and services for Arizona State Parks. Performs activities such as, but not limited to, planning meetings with requesters and vendors, conducts research of market and best approach; determines appropriate sourcing methods; prepare and distributes solicitation documents, conduct pre-offer or conferences and bid openings, ensures confidentiality of offers received; perform complicated bid analysis and evaluations; manages evaluation committee activities; negotiates best and final offers; award contracts within delegated level of authority, creates and documents the public record. Administers post award activities such as post award conferences, vendor de-briefings, contract renewals, facilitates mediation and resolution of contractual issues.

Job Duties:

Perform procurement activities in accordance with the Arizona Procurement Code (APC) such as, but not limited to, securing goods and services for Arizona State Parks and Trails through the Arizona Procurement Portal.
Develop Solicitation needed for the agency. Administer contracts to include issuing addendums, negotiating amendments and change orders, preparing documentation, obtaining approvals, and facilitating contract close out to ensure contractual and regulatory requirements are met.
P-Card administrator.
Develop procurement processes and procedures for the agency.
Train agency on procurement processes and procedures.
Research and analyze the facts of a procurement situation to prepare written determinations and justifications to comply with the Arizona Procurement Code.
Interpret the Code, Agency statutes, rules and policy & procedures, to advising agency staff and vendors on the requirements of the procurement process.
Read and comply with procurement regulations, Arizona Revised Statutes, AAC, and technical bulletins, to gain current procurement knowledge.
Develop technical and complex specifications for a variety of construction related and facility maintenance projects required to support the agency’s mission and statewide Strategic Contracting responsibilities.
Support ASPT’s Gift Shop Program by issuing Purchase Orders and Change Orders as requested by Program Manager.
Conduct research of market and best approach for various products and services.
Determine appropriate sourcing method.
Prepare and distribute solicitation document, perform contract administration.
Administer post award activities such as, but not limited to, post award conferences, vendor debriefing, contract renewal, research, mediation and resolution of contractual issues.

Perform duties as assigned as related to the position.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

Policies and Procedures, State and Federal Statutes and Rules as they pertain to soliciting competition and contract management.
Best procurement practices sufficient to determine appropriate method of procurement, develop solicitation documents.
Solicit appropriate and timely offers, evaluate offers, negotiation with offers to the extent allowed by the Arizona Procurement Code.
Determine successful offeror(s),
Award contracts and perform contract administration.
Arizona State Parks Board statutes, policies, and procedures in order to develop agency contracts.
Construction goods and services procurement.
Comprehensive knowledge of the Arizona Procurement Code, Executive Orders, Risk Management requirements, and legislative changes in order to comply with the mandates as related to contracts.
Budgetary process and limitations for State and Federal funded expenditures.
Recognizing unfair or illegal procurement practices.
Contract budget for purpose of soliciting services to comply with the Code bidding thresholds.
Market factors that affect availability of services.
Arizona State accounting and travel policies and procedures.

Skill in:

Communicate and negotiate with various staff levels verbally and in writing.
Interpret the laws, rules, and regulations pertaining to contracts and agreements.
Document substantive issues as related to contractual activities.
Analyze and interpret information to produce fair and equitable results.
Negotiation and mediation skills.
Math skills.
Analytical aptitude
Tact and diplomacy in interpersonal relations with vendors, contractors, governmental agencies,
and the public with the goal of reflecting a positive image for the agency.

Establishing and managing task and meeting timelines.
Self motivated.

Ability to:

Plan, organize and coordinate multiple tasks.
Exercise initiative in developing/improving/conducting procurement activities.
Support and enforce procurement policies and procedures.
Perform research to determine best approach based on market conditions, trends, and partnerships with other governmental entities.
Technical writing capabilities.
Travel for the purpose of conducting pre-offer meeting with prospective vendors/consultants or project planning meeting with staff.
Network with other governmental entities.
Obtain and maintain Arizona Driver’s License.

Selective Preference(s):

Prefer four years of increasing professional responsibility and experience in public procurement. Prefer continued education through National Institute of Governmental Purchasing (NIGP). Prefer coursework in law and classes mandated by the State Procurement Office.

Pre-Employment Requirements:

Must be able to obtain, possess and maintain a current Arizona Driver’s license appropriate to assignment.

Retirement:

Eligible for Arizona State Retirement System pension. Enrollment eligibility will become effective after 27 weeks of employment for newly hired State of Arizona employees.
