Job Description : Duties
Duties include, but are not limited to: Budget Guidance and Administration

Develops the need for and maintains an awareness of available resources, and makes recommendations to the Chief, Operations and Maintenance, Engineering Service regarding the distribution or redistribution of these resources.
Administers budget for several fund control points.
Serves as budget and financial advisor for the Chief, Operation and Maintenance, Engineering Service and his staff.
Develops, formulates, and provides all essential data for the annual budget forecast, based on studies of past expenditures, knowledge of Engineering Service requirements, program plans and workload forecasts.
Maintains budget control records and assures that funds are used in accordance with the operating budget.
Serves as the liaison between the Engineering Service and the local servicing finance offices in maintaining and reconciling budget allocations.
Reviews fund requests from within the Operation and Maintenance Section of Engineering Service for adequacy, completeness, and conformance with procedural and technical requirements.
Acts as a key advisor to the Chief, Operation and Maintenances, Engineering Service regarding the status and availability of funds and establishes internal methods of control to ensure that funds are used according to operating plan.

Data Gathering and Analysis

Applies analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature.
Ability to apply the basic plans, policies and procedures relating to the Engineering Maintenance & Repair Section, purchasing, and supply and equipment commodity areas.
Evaluates and redirect approaches to meet established goals and objectives.
Presents findings and recommendations and negotiating solutions to disputed recommendations.
Participates in comprehensive studies of performs portions of routine studies to advise on kind of equipment, operating capabilities, reliability of equipment and service, security requirements, develop cost estimates for new or modified parts/components, equipment and delivery.
Analyzes and compares vendors’ products to requirement/criteria, etc., and presents optimal performance and cost information to the managers.
Serves as a point of contact for workload performance and the reporting of accomplishments, backlogs, and resource requirements and provides synthesized data to higher graded employees, supervisors and managers.
Perform program data assessment, analysis, and monitoring by providing administrative, evaluative and technical support to the Chief, Operations and Maintenance and the Chief of Engineering Service.

Program Administration

Leads in administering programs concerning such matters as Maintenance and Repair, Equipment Inventory, Material Contracts, Service Contracts, and Space Utilization Programs.
Assists and informs the Chief, Operation and Maintenance, Engineering Service on administrative policies, resource utilization and workload projections within Maintenance and Operation Section of Engineering Service programs.
Provides ongoing training and assistance to new and incumbent personnel regarding office policies and procedures.
Designated by the Chief, Maintenance and Operation of Engineering Service as the responsible official for all equipment assigned to this Section.
Conducts annual inventory and advises operating officials on requirement and procedures for acquisition, repair, and disposal of equipment.
Reviews equipment requests, assists Chief in establishing their priorities, and advises if they are adequate, appropriate, and required for program operation.
Serves as acquisition agent for the purchase of Engineering supplies/equipment.
Purchases equipment utilizing various purchasing methods (blanket purchase orders).
Conducts considerable research and coordination with customers, suppliers, and manufacturers to locate sources for urgently required items or for specialized items.

Perform other duties as required.

Work Schedule: Monday – Friday, 3:00 p.m. – 11:30 p.m.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required. Typically, the employee can be expected to sit at a desk or table with walking and standing throughout the day. Items such as boxes of office supplies and office equipment parts are carried from delivery carts for placement on shelves. Lifting of mild to moderate heavy objects such as boxes of printer paper is routine.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA’s) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: budget administration (distribution of resources, budget forecasts and fund control management), data gathering and analysis (presenting findings and routine studies), and program administration (policies, resource utilization, and workload projections).

There is no educational substitution for the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
