Qualifications
Education

Bachelor’s Degree Computer Science, Information Systems, Clinical field, Business, or related field required (4 years of related experience in lieu of a degree)

Experience:

7 years of experience in project management required including experience in creating requirements, project plans, project schedules, and driving projects to key dates required.
6 years of experience in an information technology or healthcare environment preferred.
Experience with GRC, security operations, Devsecops, active directory, privileged access, analytics, identity management, and infrastructure security projects preferred.
Regulated industry experience a plus.

Licenses and Certifications

PMP – Project Management Professional Certification required Or,
A-CSM – Advanced Certified ScrumMaster And,
CSP-SM – Certified Scrum Professional – ScrumMaster And,
Organizational Change Management Practitioner preferred.

Skills:

Proficient user of Project Management Tools (Microsoft project, Portfolio Management, and SharePoint) – MS Office Tools (Word, Excel, Project, PowerPoint, Visio).
Good understanding of Project Management Body of Knowledge “PMBOK” disciplines (Integration, Scope, Time, Quality, Human resources, Communications, Risk Management, and Procurement).
Excellent verbal, writing and interpersonal skills.
Demonstrated ability to serve as SME with required proficiency to lead projects in a certain discipline such as clinical applications, business applications, infrastructure, security, finance, etc.

Position Responsibilities: The Project Manager III (PM III) role is responsible for providing project and program management guidance for the projects to which they are assigned through the production of plans, documentation of project deliverables, high quality stakeholder communication and adherence to all PMO procedures and processes. The prime responsibility is to ensure assigned projects and programs produce the required deliverables within the defined quality, time and cost constraints and to facilitate full realization of the benefits defined for the assigned projects and programs. The PM III is a highly skilled and experienced project manager and provides strategic project leadership for large, complex, enterprise level and high-profile initiatives. The PM III transfers knowledge to the other PM levels through direct mentorship and other defined pathways. The PM III must have a mastery of the standard processes and tools used by the PMO.

Drives projects to completion leveraging an Agile methodology
Possesses the ability to lead Kanban and Scrum based projects
Understands the key advantages and disadvantages of Scrum vs Kanban and when to utilize which set of tools
Understands the scaled agile frameworks and the difference amongst them
Demonstrates proficiency in both Kanban and Scrum ceremonies
Provides complete and concise project communications to project team, stakeholders and executives
Develops project communication plans that serve as a roadmap to drive project communications, problem escalations, decision making and executive summary
Understands communications requirements outside of the project that are needed due to the impacts of the project to those outside the project team and incorporates these into the communications plan
Translates complex project and technical concepts to all members of the project team in order to facilitate understanding across all parties
Utilizes appropriate communication styles to gain consent and avoid or diffuse conflict within the project teams
Leads meetings involving senior leadership and/or project steering committee meetings for complex projects and programs
Proactively engages in direct communication with project team members and stakeholders to develop strong relationships
Creates meaningful and useful project status reports that include appropriate detail to describe the current state of the projects
Possesses the ability to identify needs and modify status reporting to create a layered program status report to communicate the health of the overall program and the individual related projects
Recommends and develops non-traditional communication methods such as dashboards, SharePoint posts, alerts and notifications regarding the project
Works with team to define project activities
Properly sequences activities with time estimates
Ensures activity sequencing and estimation are executed
Manages and updates schedules to clearly define when the project will be complete
Manages multiple vendor and functional area relationships with minimal assistance or guidance from direct management
Adapts well to unique and novel situations where little to no information or experience exists
Mentors and coaches team members to further develop project management competencies within the group
Acts as a champion for the PMO through evangelizing the processes and benefits that the group provides.
Takes ownership of the overall project/program success and provides deliverables that drive the project to completion
Proactively ensures that all project deliverables are completed on time and are aligned directly with the overall project requirements.
Leads the project team to strategically identify any risks to the projects including internal, external and environmental risks
Leads strategic determination of the urgency and impact of the issues in order to prioritize resource utilization
Develops risk management plans at the beginning of the project to measure how risks will be managed based on quantitative values.
Validates and documents the project scope and requirements at the beginning of the project by interpreting the business needs of the project
Understands and proactively plans for strategic impacts of the project and develops workflow and communication changes as part of the scope of the project
Determines and communicates cross-project dependencies and impacts of assigned projects to the rest of the project management team and stakeholders
