Job Description:
The Oregon Department of Justice is seeking to hire up to three (3) IS Project Managers (Information Systems Specialist 7) to serve on its Legal Tools Modernization Program Team. Our best candidates will work to ensure that technology projects for acquisition, development, and implementation throughout the Department are conducted effectively and efficiently. Your experience leading projects will propel your efforts as you lean on project management methodologies and techniques to ensure projects are accomplished on time, on budget, and meet the defined business goals.

At this time, the position is Limited Duration through June 30, 2023. The current plan is to ask for continued funding into future biennia. If future funding is secured, the appointment may be extended or be made permanent. Six (6) years of information systems experience with responsibilities tied to complex technology and project management. Education will be counted as experience if degree was in Computer Science, Information Technology, or related field, or if a two (2) year accredited vocational training program was completed in information technology or related field. Work experience is based on a 40-hour work week. (Example: 20 hours a week for one year would equal six-months of work experience.)
Associate’s Degree (or 2-year vocational training) = Two (2) Years
Bachelor’s Degree = Four (4) Years
Master’s Degree = Six (6)
AND
Must have a current driver’s license, be able to lawfully drive in the State of Oregon, have an acceptable driving record, and be able to maintain the driver’s license over the course of the assignment. Must also pass all required background checks.
Must agree to comply with specific security and confidentiality requirements of the Department and its business units.
Highly skilled or trained in modern technology, business and systems analysis to determine project scopes, design methodologies and techniques, and establishing effective test plans.
Knowledge of business computing systems including servers, networks, relational database systems, web services and enterprise software.
Demonstrated leadership and teambuilding qualities; history of bringing people with competing agendas together to fulfill a common goal; cross-functional problem-solving.
Able to work and communicate effectively with both technical and non-technical employees and venders.
History of exercising sound judgment.
Demonstrated excellence in customer service.

Experience with IT modernization, business transformation initiatives, migration, and/or integration projects.

Provide project management communications t o teams, stakeholders, partners, and vendors; develop communication, change management, issues management, and responsibility matrix plans for projects and work efforts.
Project management performance tracking, project tr acking, issue management, change management through software tools such as Microsoft Project.
Develop charts, graphs, and project documentation using productivity tools.
Provide analytical, technical, and project management direction and expertise.
Create, manage, and update project data, maintaining full quality control of project data.

Participate on teams that design and implement new systems and applications, conduct research, and make recommendations related to technologies and practices which significantly improve the efficiency and effectiveness of technology systems.
Develop implementation plans that may involve and require complex technical and cooperative work efforts with multiple state agencies, partners, jurisdictions, and/or vendors.
