Public Assistance Investigator Trainees are allocated only to the Department of Child Support Services. This is the trainee level class of the Public Assistance Investigator series. Incumbents acquire working knowledge of rules and regulations governing public assistance programs and perform routine public assistance fraud investigations. They review public assistance applications, records and documents to determine eligibility and detect fraud. Public Assistance Investigator Trainees are sworn peace officers as defined in Penal Code Section 830.35 with law enforcement duties.
Public Assistance Investigator Trainees must successfully complete a rigorous, highly demanding 17-week investigator academy within one year of employment. The academy is currently held in Orange County. The Specialized Investigators’ Basic Course (SIBC) prepares each student for an investigative position by providing hands-on experience, including weapons training, role-play scenarios, arrest and control techniques, investigative case management, and surveillance. Students must pass written, exercise, and scenario tests to demonstrate readiness for an investigative position.

EDUCATION AND OR EXPERIENCE
Qualified applicants must meet one of the following requirements:

One (1) year of experience performing field investigations. Qualifying experience must include conducting interviews to collect and verify information; compiling and analyzing findings and data; interpreting and applying rules and regulations; and preparing reports for prosecution of cases; OR
One (1) year of experience in a public social services agency determining initial and continuing eligibility for public assistance; OR
Completion of the California POST certified basic law enforcement training academy; OR
Completion of the California POST Specialized Investigators’ Basic Course; OR
Two (2) years of experience as a Paralegal in a public prosecution agency.

NOTE I: In addition to the above, applicants must be 21 years of age by the time of appointment, and must be a U.S. citizen or in the process of becoming a U.S. citizen.
NOTE II: Experience in the following job classifications does NOT qualify: Probation Aide, Detentions Processing Technician, Office Assistant, Senior Office Assistant, and Supervising Office Assistant.

CONDITION OF EMPLOYMENT
Employees hired on or after October 15, 2021, are required to be fully vaccinated against COVID-19 before beginning employment. If you receive a conditional offer of employment, a copy of your vaccination card must be provided at the time of background.
Current County employees hired on or before October 14, 2021, are required to provide a copy of their vaccine card showing they are fully vaccinated, or undergo Covid-19 diagnostic testing and wear a facemask in the workplace.
Employees who work at County locations subject to the California Department of Public Health State Public Health Officer order are required to be fully vaccinated. In addition, booster-eligible employees must receive their booster by March 1, 2022, or within 15 days of becoming eligible for a booster if they are not eligible as of March 1, 2022. If there are CDPH date changes for Booster compliance, employees must come into compliance in accordance with that date.
BACKGROUND INVESTIGATION PROCESS
Candidates successful in the evaluation process will be required to complete the following: a comprehensive background investigation, a Computer Voice Stress Analysis Exam, a psychological examination, and a complete medical examination. Felony convictions will be disqualifying. Misdemeanor convictions may be disqualifying depending on type, number, severity, and recency.
EVALUATION PROCESS The names of qualified applicants will be placed on a six (6) month employment list based on scores received during the evaluation of information contained in their employment and supplemental application. Please ensure all information is complete and accurate as the responses you provide on the supplemental application form will be reviewed using an automated evaluation system. If you are successful in the initial screening process, your application will be reviewed individually to confirm that the information you provided is accurate and qualifying.
