Job Description : JOB GOAL
The Purchasing Manager is responsible for planning, organizing, and supervising the comprehensive procurement functions for Harmony Public Schools in compliance with mandated requirements; responding to a range of inquiries regarding processes or bid status; negotiating terms and conditions with vendors and/or service providers; and achieving department objectives and goals.
POSITION QUALIFICATIONS:

Bachelor’s Degree from an accredited college or university
Minimum 2 years of professional or administrative experience
Experience procurement in a non-profit or governmental entity (preferred)

DUTIES AND RESPONSIBILITIES:

Understands and supports the mission, vision and values of Harmony Public Schools.
Works with the Director of Purchasing to run the purchasing department
In collaboration with the Director of Purchasing, coordinates bidding process and contracts for vendor performance/compliance within established limits (e.g. prepare specifications, evaluate bids, coordinate evaluation meetings, conduct bid meetings, etc.)
Serves as liaison with vendors for the purpose of monitoring and consolidation of orders for better management of expenses.
Performs vendor research and selection to enhance profitability, reducing operating costs and boosting efficiency are done in compliance with HPS district policies.
Compiles data from a wide variety of sources (e.g. vendors, staff, etc.) for the purpose of analyzing issues, ensuring compliance with the purchasing policies and procedures, and monitoring purchasing processes.
Coordinates all functions related to the purchase of equipment, supplies and services ensuring compliance with State and Federal regulations.
Manages purchase orders, oversees shipping schedules and maintains purchase records
Maintains purchasing information, files and records (e.g. Requests for Proposal, purchase orders, vendor files, etc.)
Manages several contracts (e.g. custodial, catering, copier, electronic equipment, office supplies, uniform, school furniture purchases)
Works with campus business managers and district operations team to ensure work assignments
Reviews purchasing agreements with vendors, monitors their performance and renegotiates contracts
Participates in meetings, in-service training, workshops, etc. for the purpose of conveying and/or gathering information required to perform job functions.
Performs other duties as assigned.

SKILLS AND ABILITIES:

Knowledge of school procurement process
Advanced negotiation skills
Ability to use finance and purchasing software programs
Ability to communicate effectively in both written and oral forms with all levels of management, both internal and external to the district.
Ability to establish and maintain effective working relationships both internal and external to the district.
Ability to use computer including software, database used by the district, spreadsheet and word processing software, calculator, copy machine and telephone.
Ability to analyze data
Ability to use effective interview techniques, effective public speaking skills, and problem-solving skills

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

Light Work: may require occasional light lifting.
Nights and weekend activities will be occasionally required.
Position is in office setting and may involve prolonged work at a desk in one location.
Light travel is required.

Job Type: Full-time
Pay: $77,000.00 – $107,800.00 per year
