Job Description : Job Title: Research and Data Analyst Division: Instructional Services FLSA Status: Exempt Salary Scale: 104 ($84,083-$103,845 Minimum-Midpoint) Work Days: 226 Reports To: Director of Instructional Services
Primary Purpose To develop and implement a robust data management system within the Instructional Services (IS) Division that informs strategic planning and service design and delivery. To analyze data and provide actionable insights for IS staff. To model a persistent growth mindset by embracing purposeful data-driven change through the continuous improvement of data collection and analyses processes.

Education/Certification:

Bachelor’s degree in related field (Master’s preferred)
Certificate(s) in data science, project management

Special Knowledge/Skills:

Team oriented attitude and desire to work collaboratively with ESC staff, the Texas Education Agency, and campus/district/charter school personnel.
Excellent oral and written communication skills.
Knowledge of technology and appropriate technological applications.
Understanding of accountability and assessment models in education systems.
Technical expertise in data models and database design development
Adept at queries, data visualization and presenting findings
Ability to use personal computer and software to develop spreadsheets, perform data analysis, create presentations, and compile reports.
Strong project management skills
Excellent interpersonal, facilitation, communication, and consulting skills.
Ability to assess needs, influence, collaborate, deliver results and solutions, and partner with others at all levels in the organization.
Strategic planning, continuous improvement, and systems thinking.
Strong analytical and deductive reasoning skills.

Experience:

Proven working experience as Data Analyst
Experience working with large data sets and applying statistical, quantitative, and diagnostic techniques to resolve problems and make predictions
SQL, Tableau, Power BI, Excel, or related solution

Essential Duties & Responsibilities This list of essential functions is not exhaustive and may be supplemented.

Interpret data, analyze results using statistical techniques and provide ongoing reports
Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
Acquire data from primary or secondary data sources and maintain databases/data systems
Identify, analyze, and interpret trends or patterns in complex data sets
Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
Collaborate with and actively participate in inter-departmental and center-wide teams in order to:
o help improve student performance in the region,
o improve the ESC’s internal operations, and
o help meet the established goals and objectives of the ESC.

Collaborate with the Organizational Improvement Specialist to provide internal consulting to the organization and its leaders in order to assist with the achievement of successful business results and employee effectiveness.
Produce media and print messages to showcase business results and highlight successes.
Compile, maintain, file, and secure all reports, records, and other required documents.
Assure compliance with federal, state, and local laws and guidelines.
Perform other duties and activities assigned.
