Job Description : Duties

As a Research Biologist, you will perform the following duties:

Oversee the management and maintenance of the Southwest Fisheries Science Center (SWFSC), Marine Mammal and Turtle Division (MMTD) Demography Laboratory, including procurement of supplies and equipment, scheduling projects among facility users, and tissue sample tracking.
Design, plan and conduct field/stranding/necropsy research efforts to collect protected species data via shore based, small boat, and research vessel platforms to improve understanding of marine mammal and turtle distribution, density, abundance and movements critical for effective management.
Provide technical training with stable isotope analysis and skeletochronology research equipment to collaborators and students, ensuring proper maintenance and operation of lab equipment, and the development of protocols and/or corrective actions to ensure lab safety and compliance with standard operating procedures.
Collect and conduct data analysis and interpretation of diverse datasets and develop methods for stable isotope analysis and skeletochronology research to understand marine mammal and turtle demography, distribution and habitat use.
Serve as a contributor and reviewer for manuscripts, professional journals, and on scientific panels and committees; and coordinate and collaborate with internal and external partners regarding scientific needs and research projects in order to accomplish mission goals.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.
The ZP-4 is equivalent to the GS-13/14.
The Full Promotion Potential of this position is ZP-4.
NOTE:

A three year probationary period for research positions may be required.

Payment of relocation expenses is not authorized.

This position is not in the bargaining unit

This position requires a Low Risk Security Clearance.

CONDITION OF EMPLOYMENT: Incumbent must be able to drive a government vehicle, as this position requires the operation of a Federal motor vehicle. Incumbent also be able to operate a small research vessel.
PHYSICAL REQUIREMENT: Incumbent must be able to lift up to 25 lbs. of field equipment and participate in boat/ship-based field work up to 21 days at a time.

Qualifications

BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify at the 0401 series:
This position requires applicants to meet the Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements.
A. DEGREE: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
-AND-
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-3 or GS-11 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:

Performing research on marine mammal and/or sea turtles, with emphasis on demographic and ecological questions.

SUBSTITUTION OF EDUCATION: Master’s or equivalent graduate degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.
NOTE: Only graduate education in excess of one year is qualifying for combination.

Education
