BRIEF POSITION SUMMARY
Performs complex (journey-level) property management work. Work involves managing and coordinating property operations, maintenance, and administrative functions. Reports to the Base Civil Engineer and works under general supervision, with moderate latitude for the use of initiative and independent judgment.
WORK HOURS: Tuesday – Friday, 10 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
Plans, schedules, manages, monitors, and coordinates general maintenance, major repairs, and remodeling or construction projects.
Negotiates, develops, and prepares leases, permits, contracts, and other property agreements.
Inspects properties to ensure that they are safe and to determine the need for maintenance or repairs.
Provides data for the Base Master Plan, Ellington Field JRB (TX)-7115 report and Facility Disposal Report.
Acts for Base Civil Engineer in real property acquisition, inventory, and appropriate lease or deed clause compliance.
Maintains records of property agreements, general maintenance, major repairs, and remodeling or construction projects.
Purchases building and maintenance supplies, equipment, or furniture.
Solicits bids for maintenance contractors and construction projects.
Participates in the selection of contractors.
Trains staff on building maintenance, operations, groundskeeping, painting, carpentry, and security services.
May prepare financial statements and periodic reports on the status of various properties, lease expirations, and related matters.
May develop and administer operating budgets.
Performs related work as assigned.
Attends relevant training to maintain the essential functions of the position.
Attends work regularly and observes approved work hours in accordance with agency state employee policies & procedures handbook.
May be required to perform duty in support of national emergencies, disasters, missions and other requests to include holidays, evenings and weekends.
Qualifications
MINIMIUM QUALIFICATIONS
EDUCATION:
Graduation from an accredited four-year college or university is required (substitution allowed).
PREFERRED EDUCATION:
Graduation from an accredited four-year college or university with major course work in business, public administration, financial management or related field is preferred.
EXPERIENCE:
Three years’ experience in facility operations support, inventory, or property management work required.
Experience using Microsoft Office (such as Outlook, Word, or Excel) is required.
PREFERRED EXPERIENCE:
Experience with AutoCad.
Experience with GeoBase.
Engineering survey experience.
SUBSTITUTION:
Additional years of required experience in facility operations support, inventory or property management may be substituted for education requirement on a year per year basis up to four years.
REGISTRATION, CERTIFICATION OR LICENSURE:
Valid driver’s license is required. *If not currently a Texas resident, must obtain a Texas Driver’s License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for driving state or personal vehicles to conduct agency business.
Knowledge of:
Principles and practices of property management.
Applicable federal, state, and local regulations.
Inventory and stock control record keeping.
Real estate rules, agency policies and procedures, and regulations.
Skill in:
Leadership, communication, and interpersonal skills.
Planning, organizing, and prioritizing multiple assignments.
The use of Microsoft applications to include Word and Excel.
Ability to:
Negotiate, develop, and prepare property agreements
Establish and maintain positive working relations with co-workers and management.
Transfer stock from one location to another, and to review warehouse operations for compliance.
Perform manual tasks, involving minor repairs and yard maintenance; and attend and participate in special projects and mandatory training in local and out of town locations.
PHYSICAL/WORKING CONDITIONS
Work involves standing, walking, stooping, kneeling, climbing, and crawling. Work may be done in awkward and cramped positions. Frequently lifts, carries, moves, and sets up equipment and materials that weigh up to 50 pounds. Requires the ability to travel up to approximately 15% of the time.
